ATR Minister expands land certificate title transfer service to just 10 days
Agrarian Affairs and Spatial Planning Minister/Head of the National Land Agency (ATR/BPN) Nusron Wahid is expanding a service for land certificate title transfers to be completed within a maximum of 10 working days through the phased designation of land offices across Indonesia.
Nusron said that after being implemented in 17 land offices, the programme will be extended to 24 additional land offices in September 2026 as part of accelerating service transformation in the agrarian sector.
“Today there are 17 land offices serving land certificate title transfers within 10 working days. On 24 September 2026, there will be an additional 24 land offices, after which they will continue to be added so that by the end of December 2026 there will be exactly 100 offices,” Nusron said at the launch of the ATR/BPN Ministry’s Service and Organisation Transformation in Jakarta on Monday.
The 17 land offices currently implementing the 10-day land certificate title transfer service include the West Jakarta Administrative City Land Office, North Jakarta Administrative City Land Office, South Jakarta Administrative City Land Office, and Central Jakarta Administrative City Land Office.
Also included are the Surabaya City 1 Land Office, Malang Regency Land Office, Semarang City Land Office, Semarang Regency Land Office, South Tangerang City Land Office, Batam City Land Office, Pontianak City Land Office, and Samarinda City Land Office.
Further offices are the Badung Regency Land Office, Buleleng Regency Land Office, Makassar City Land Office, Kupang City Land Office, and Depok City Land Office.
“We are starting today with 17 offices where the effective transfer of rights takes 10 days. We declare it effective at 10 days,” he said.
Meanwhile, several regions projected to be included in the expansion of the 10-working-day land certificate title transfer service include Kendal, Sukoharjo, Sragen, Sidoarjo, Gresik, Pasuruan, Mojokerto, Bandung City, Bogor Regency, and East Jakarta.
Nusron explained that the transfer of rights service at the 17 land offices is now effective, and the public is expected to obtain completion of certificate title transfers in accordance with the set time target.
He asked the Association of Land Deed Officials (IPPAT), Land Deed Officials (PPAT), and the public to submit reports if any service still exceeds the 10-day completion limit.
“Later, please inform us from IPPAT, from PPAT, and from the public if any of these 17 offices still take more than 10 days,” he stressed.
According to Nusron, public reports will help the ATR/BPN Ministry identify the causes of delays so that corrective measures can be taken immediately to maintain the quality of national land services.
In addition to receiving public reports, the ATR/BPN Ministry also directly monitors the performance of all land offices through a digital dashboard to ensure service completion targets are consistently achieved.
After the addition of 24 land offices in September, the ATR/BPN Ministry is targeting the number of offices implementing the service to increase to 100 offices by the end of December 2026.
Nusron is optimistic that the service transformation will reach around 85 percent of total national land services because most public applications are processed through the 100 largest land offices in Indonesia.
According to him, land offices outside the 100 largest group handle only a small portion of transactions, so the expansion of the transformation is focused first on areas with the highest service volumes.
Through the expansion of the transfer of rights service and scheduled surveys, the ATR/BPN Ministry is targeting land service transformation to proceed more quickly, with certainty, transparency, and greater convenience for the public throughout Indonesia.
