ATR/BPN Says Land Services Can Generate Economic Benefits

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), together with the Corruption Eradication Commission (KPK) and regional governments across West Java Province, has agreed to strengthen cooperation in preventing corruption and improving land and spatial planning governance to bolster the regional economy.

“We want to unify commitments, data, systems, resources, and authority so that land and spatial planning services produce tangible economic benefits,” said Dony Erwan Brilianto, Expert Staff for Regional Development at the Ministry of ATR/BPN, in a statement in Jakarta on Tuesday.

Dony stated that the cooperation agreement was formalised during a Coordination Meeting for the Monitoring Controlling Surveillance for Prevention (MCSP) Programme and the Optimisation of Land and Spatial Utilisation to Drive the Regional Economy in the West Java Region, held recently in Bandung.

Dony Erwan explained that the action plan within the cooperation is expected to improve the quality of public services, strengthen regional income, provide legal certainty over assets, and close loopholes for irregularities in land and spatial planning governance.

The plan includes the integration of land services with Public Service Malls, the acceleration of land registration, the acceleration of Detailed Spatial Plans (RDTR) integrated with the Online Single Submission (OSS) system, and geospatial-based land census.

Further measures involve the integration of Sustainable Food Agriculture Areas (KP2B/LP2B) into Regional Spatial Plans (RTRW), optimising the role of the Agrarian Reform Task Force (GTRA), developing and utilising Land Value Zones (ZNT), and land consolidation for regional development.

On this occasion, the commitment to cooperation was signed by the Governor and the Head of the BPN Regional Office for West Java, along with all Regents/Mayors and Heads of Land Offices throughout West Java.
