ATR/BPN Ministry processes 8.4 million land service files annually
Secretary General of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Dalu Agung Darmawan, stated that the ministry processes an average of 8.4 million files annually. Based on the general picture of Non-Tax State Revenue (PNBP) files, the average PNBP over the past five years has been around Rp2.6 trillion, with an average of 8.4 million files processed. This data shows that land services are not merely administrative but are public services with a massive volume that directly intersect with the community’s economic activities.
During the January to June 2026 period, the number of PNBP files reached 3,782,001, an increase compared to the 3,685,117 files recorded in the same period the previous year. Meanwhile, PNBP in the first half of 2026 was recorded at Rp1.423 trillion. In terms of service categories, land services remain the largest contributor, while spatial planning services have shown an increase in both service volume and revenue value.
Key land services contributing to PNBP include the registration of decrees for the extension and renewal of rights, transfer of rights due to sale and purchase, mortgage rights, certificate checks, spatial utilisation suitability, land parcel splits, inheritance, and roya. Simplifying the processes for these services is believed to directly improve service quality while optimising PNBP. Land services not only generate PNBP for the ministry but also provide a far greater economic impact for the state and regions through income tax, land and building title transfer fees, and mortgage values received by the public.
During the 2020-2025 period, the accumulated PNBP for the ministry reached Rp15.9 trillion. Over the same period, income tax receipts reached Rp69.2 trillion, land and building title transfer fees totalled Rp131 trillion, and the mortgage value received by the public amounted to Rp5,368 trillion. The total economic value added generated reached Rp5,584 trillion. Every land service creates a multiplier effect on the economy; for every Rp1 trillion in PNBP received, it is associated with approximately Rp4.35 trillion in income tax revenue and Rp8.24 trillion in land and building title transfer fees, meaning the economic benefits created far exceed the ministry’s direct revenue. This achievement reflects the success of the ministry’s service transformation in improving efficiency, facilitating ease of doing business, and creating greater economic value for the community and the national economy.
