ATR/BPN Ministry Adopts Risk Management Using a GRC Approach
Jakarta (ANTARA) – Deputy Minister of Agrarian Affairs and Spatial Planning/Deputy Head of the National Land Agency (ATR/BPN) Ossy Dermawan said the ministry was seeking to implement risk management in its digital transformation using a Governance, Risk and Compliance (GRC) approach.
“The GRC approach is expected to help us move from reactive controls towards data-based controls and early warnings,” Ossy said in Jakarta on Thursday.
He urged ATR/BPN Ministry employees to strengthen risk management by integrating it with business processes and digital transformation.
The move is part of efforts to improve the effectiveness of internal controls, particularly in anticipating potential problems that could affect the quality of land and spatial planning services.
Deputy Minister Ossy said digitalisation would not automatically eliminate risks if the underlying business processes remained weak. For example, when processing transfers of land rights, faster service must still ensure reliable verification, valid documents, data security and traceability at every stage.
“Fast service that carries legal risks is not high-quality service. Conversely, excessive controls that bring services to a standstill are not good risk management either. This is where a balance between speed, certainty and control is needed,” Deputy Minister Ossy said.
Meanwhile, Einstein Al Makarima Muhammad, head of the ATR/BPN Ministry’s Bureau of Organisation, Procedures and Risk Management, outlined the 2026 Governance, Risk and Compliance (GRC) seminar.
Through the 2026 GRC seminar, the ministry is also encouraging stronger coordination among work units so that policies are implemented more consistently, overlapping processes are reduced and accountability in carrying out duties is improved.
“Risk-management awareness should be reflected in planning activities, making decisions, carrying out controls and evaluating work,” he added.
