ATR/BPN Introduces Scheduled Measurement System for Service Time Certainty

Jakarta (ANTARA) - The Ministry of Agraria and Spatial Planning/National Land Agency (ATR/BPN) is implementing a scheduled measurement system across all Land Offices (Kantah) starting from early August 2026 to provide schedule certainty to the public.

“The essence of public service is certainty, transparency, measurability, and freedom from illegal levies,” said the Minister of ATR/Head of BPN, Nusron Wahid, in Jakarta on Tuesday.

Nusron stated that through this scheduled measurement system, the public can obtain schedule certainty from the moment the initial application is submitted.

With this new system, Nusron continued, the waiting period for services is set to a maximum of seven days, while the process from measurement to the completion of the plot map is targeted to be finished within a maximum of five days. Consequently, the total completion time for regular measurement services will be a maximum of 12 days.

Minister Nusron added that these service standards will be continuously evaluated through public satisfaction surveys. The evaluation is conducted to determine whether the established service times meet the applicants’ expectations or if further acceleration is required.

“If the seven-day waiting period proves unsatisfactory to applicants, we will push to reduce it further. If it is satisfactory, it will serve as our benchmark,” explained Minister Nusron before High-Level Officials and Regional Heads of BPN attending the leadership meeting both in-person and online.

To support the implementation of the scheduled measurement system, the Director General of Land and Spatial Survey and Mapping (SPPR), Virgo Eresta Jaya, requested regional officials to optimise the assignment of surveyors. The process of completing files after measurement will be implemented based on the “first in, first out” principle.

The Ministry of ATR/BPN is developing this scheduled measurement system as a step towards transforming into a better provider of public services.

This system is expected to improve the quality of measurement services, reduce queues and application backlogs, and provide certainty to the public regarding the schedule for the execution and completion of land plot measurement services.
