ATR/BPN Introduces Scheduled Measurement System for Service Time Certainty

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) will implement a scheduled measurement system in all Land Offices (Kantah) starting early August 2026 to provide schedule certainty to the public. “The essence of public service is certainty, transparency, measurability, and being free from illegal levies,” said Minister of ATR/Head of BPN, Nusron Wahid, in Jakarta on Tuesday. Nusron stated that through the scheduled measurement system, the public can obtain schedule certainty from the moment the initial application is submitted. Under this new system, Nusron continued, the service waiting period is set at a maximum of seven days, whilst the measurement process up to the completion of the land parcel map is targeted to be completed within a maximum of five days. Thus, the total completion time for regular measurement services becomes a maximum of 12 days. Minister Nusron added that these service standards will be continuously evaluated through public satisfaction surveys. The evaluation is conducted to determine whether the established service time has met applicants’ expectations or still needs to be accelerated. “If the seven-day waiting period turns out not to satisfy applicants, we will reduce it further. If it is already satisfactory, that becomes our benchmark,” Minister Nusron explained before the Senior and Intermediate High-Ranking Officials, as well as Heads of BPN Regional Offices attending the leadership meeting both offline and online. To support the implementation of the scheduled measurement system, Director General of Land and Spatial Survey and Mapping, Virgo Eresta Jaya, requested regional officials to optimise the assignment of survey officers. The file completion process after measurement will be applied on a “first in, first out” principle. The ATR/BPN Ministry developed this scheduled measurement system as a step towards transforming for the better in public service. This system is expected to improve the quality of measurement services, reduce queues and application backlogs, and provide certainty to the public regarding the schedule for the implementation and completion of land parcel measurement services.
