ATR/BPN Highlights Seven Priority Services to Accelerate Land Administration
The Ministry of Agrarian Affairs and Spatial Planning (ATR)/National Land Agency (BPN) has identified seven priority services aimed at accelerating and simplifying land and spatial planning services for the public, with these services reaching 6,481,784 files or 78 per cent of the total. Secretary General of ATR/BPN Dalu Agung Darmawan stated in Jakarta on Wednesday that the seven priority services include land certificate checks with a one-day standard operating procedure (SOP), Land Registration Certificates (SKPT) in one day, electronic mortgage rights on the seventh day, and roya in five working days. Additionally, the services cover the transfer of rights in five working days, registration of decrees in ten working days, and the conversion of Building Use Rights (HGB) or Use Rights (HP) to Ownership Rights (HM) for residential houses, shop houses, and office houses with a five-day SOP. Dalu Agung Darmawan explained that the electronic-based service transformation has yielded tangible results in three main service groups: electronic mortgage rights (HT-El), land information, and electronic transfers. He noted that the simplification of business processes in the electronic mortgage rights service has successfully reduced bureaucracy by cutting down stages and actors involved, while simultaneously increasing human resource efficiency. In land information services, data shows that electronic certificate check requests have reached 17,821,069 services, electronic SKPTs totalled 936,067 services, and electronic Land Value Zones (ZNT) reached 1,516,709 services. For electronic transfer services, deed reporting is conducted through the ministry’s electronic system no later than seven days after the deed is made, thereby preventing repeated transactions of bad faith. The Secretary General specifically underscored that the implementation of electronic mortgage rights continues to show positive development and contributes to the national financing ecosystem. As of June 2026, a total of 5,727,063 electronic mortgage rights have been issued with a total value of Rp5,792 trillion, supported by 4,540 creditor partners. The value of electronic mortgage rights has also shown a consistently high trend year-on-year, reaching Rp1,008.81 trillion in 2025 and already hitting Rp409.78 trillion by June 2026. This achievement demonstrates that the digitalisation of mortgage rights not only accelerates services but also maintains the continuity of the credit ecosystem, guarantee certainty, and the trust of the banking sector and the public in electronic land products.
