ATR/BPN Bribery Case: KPK Seizes HGB Documents During Raid on Bela Parahiyangan
The KPK raided the offices of PT Bela Parintangan in West Bandung Regency regarding alleged bribes for building rights (HGB) within the Ministry of ATR/BPN. As a result, the KPK seized documents pertaining to the extension of building rights.
“The evidence secured during yesterday’s raid includes documents for HGB extensions submitted to the Ministry of ATR/BPN,” stated KPK spokesperson Budi Prasetyo to journalists on Wednesday (30/09/2026).
The raid on PT Bela Parahiyangan’s office was conducted because investigators suspect the company provided funds to officials within the Ministry of ATR/BPN in relation to the processing of HGB.
“The party from Bela Parahiyangan, which is a private entity, is also suspected of providing a sum of money to officials at the Ministry of ATR/BPN regarding HGB administration,” Budi explained on Tuesday (29/09).
Budi further noted that the bribery process involving PT Bela Parahiyangan resembles the case involving PT Summarecon Agung Tbk.
“The positioning is similar to PT Summarecon Agung Tbk,” said Budi.
The KPK continues to conduct a series of raids related to the bribery case involving the unblocking of building rights (HGB), land services, and alleged trading of positions within the Ministry of ATR/BPN. Previously, the KPK raided the East Java Regional Office of the National Land Agency (BPN).
In that raid, investigators seized hundreds of millions of rupiah in cash and gold jewellery. Prior to the East Java raid, the KPK also searched the Mojokerto Land Office, the residence of the Director General of Land and Space Control and Enforcement (Dirjen PPTR) of the Ministry of ATR/BPN, Lampri, as well as the offices of PT Summarecon Agung Tbk in East Jakarta and PT Summarecon Bogor.
Additionally, three offices belonging to Directors General at the Ministry of ATR/BPN headquarters were searched by the KPK. All seized items from each raid are currently being analysed by the commission.
The KPK previously named eight suspects in the case involving alleged bribes to unblock Summarecon land in Bogor Regency. Furthermore, the KPK is investigating allegations of job trading within the Ministry of ATR/BPN.
“Regarding other alleged receipts, including internal receipts related to rotations, promotions, or mutations, it is suspected that these payments by officials at the Ministry of ATR/BPN are also linked to other land services,” explained KPK spokesperson Budi Prasetyo at the KPK building in Kuningan, South Jakarta.
The list of the eight suspects in this case includes:
Lampri (LMP), Director General of Land and Space Control and Enforcement, ATR/BPN;
Sontang Coin Manurung (SON), Head of the Bogor Regency I Land Office;
Adrianto Pitojo Adi (ADR), President Director of Summarecon;
Arif Sugiyanto (ARF);
Fahd El Fouz or Fahd A Rafiq (FEZ);
Rizal Pahlevi (LEV), a private party;
Erwin (ERW);
Muhammad Fakhry (MF).
The KPK has seized Rp 106.3 billion in this case, marking the largest amount ever seized during a KPK sting operation (OTT) in history.
