ATR/BPN and KPK Select North Sulawesi as Pilot for Land Service Transformation
Staff Advisor for Community Participation and Local Government Affairs at the Ministry of ATR/BPN, Andi Tenri Abeng, stated that this collaboration is part of the pilot cooperation between the Ministry of ATR and the KPK.
“Because it is part of the pilot cooperation between the Ministry of ATR and the KPK, hopefully we can carry this out well and it can become a best practice for us to implement throughout Indonesia, improving the quality of public services, especially in the land sector,” said Staff Advisor Andi Tenri Abeng in his statement on Tuesday (12/05/2026).
Before North Sulawesi, this pilot programme had already been running in South Sulawesi and Southeast Sulawesi. Andi Tenri Abeng explained that this cooperation is an initiative of the Minister of ATR/Head of BPN, Nusron Wahid, in October 2025.
“It was decided that there would be cooperation between the Ministry of ATR/BPN and the KPK, as well as with local governments. And we are very confident with the spirit of the Governor and all his staff, hopefully this can all be carried out well,” he said.
According to him, the involvement of local governments is expected not only to resolve land issues but also to support spatial planning in the regions.
Meanwhile, from the KPK, Director of Coordination and Supervision for Region IV KPK, Edi Suryanto, noted that land issues remain a recurring problem from time to time. Therefore, the KPK together with the Ministry of ATR/BPN is pushing for the strengthening of public services in the land sector as part of corruption prevention efforts.
“That’s why we agreed yesterday, the leadership instructed to prioritise land problems. So we are promoting public services in the land sector,” said Edi Suryanto.
He explained that there are three main focuses of the cooperation: public services in the land sector, management of regional assets, and optimisation of regional revenues. One of the steps being promoted is the integration of land services at the Public Service Mall (MPP).
On the other hand, North Sulawesi Governor, Maj. Gen. TNI (Ret.) Yulius Selvanus Komaling, emphasised the importance of resolving land issues in the region.
“I want the land problems to be resolved. So don’t just complain, but take no action. Today is our time and space, belonging to North Sulawesi. The KPK and ATR/BPN colleagues are serious about providing assistance to us, providing solutions to us,” Yulius Selvanus Komaling stressed.
The coordination meeting resulted in a joint commitment to prevent corruption and strengthen the regional economy through the transformation of land services and spatial planning. The commitment was signed by the North Sulawesi Governor, regional heads throughout North Sulawesi, as well as ATR/BPN and KPK officials.
The signing was witnessed by the Staff Advisor for Community Participation and Local Government at ATR/BPN and the Director of Coordination and Supervision for Region IV KPK.
In addition, the coordination meeting, which was also attended by ATR/BPN Ministry officials and North Sulawesi Regional Apparatus Work Units (OPD), discussed nine cooperation programmes to strengthen land services and spatial planning in the regions.
