The Alumni Family of Higher Agrarian Education (KAPTI-Agraria) held a Strategic Dialogue and Ramadan networking gathering. Through this event, it is hoped that KAPTI-Agraria can contribute ideas and recommendations regarding the drafting of the Land Administration Bill prepared by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN).

Dwi Budi Martono, who is also the Chair of the Team Drafting the Land Administration Bill, said in a written statement on Saturday, 7 March 2026, that “KAPTI has ‘resources’ that are extraordinary, including the Sekolah Tinggi Pertanahan Nasional (STPN). We hope input for the Land Bill can be developed at STPN and conveyed to us.” He spoke during the dialogue at the Fairmont Jakarta, on Friday, 6 March. Dwi, who is also the Chair of the Team Drafting the Land Administration Bill, added that KAPTI-Agraria as an integral part of the Ministry of ATR/BPN has a strategic role in improving Indonesia’s land policies. He noted that the various views gathered from the forum are expected to enrich the substance of the Land Administration Bill.

Meanwhile, Andi Tenrisau, a Functional Official, Senior Expert in the Area of Spatial Planning, who also served as a speaker, shared his views on the importance of developing a comprehensive concept in updating the land administration system. He, who is also the Chairman of the Board of Trustees of KAPTI-Agraria, stated that future policy must be directed toward strengthening transparency in land tenure, clear legal-based regulation, and the development of a more modern and adaptive land administration system in line with technological developments.

“I think that is what we all hope for, that this land law draft will meet our shared needs,” he said.

As the discussion session began, it was moderated by Didik Purnomo, Head of the Land Rights Determination and Registration Section at the West Java Provincial Office of the BPN. Members of KAPTI-Agraria, comprising various land administration professionals within the Ministry of ATR/BPN, alternated in voicing a range of views on the current land conditions. Issues raised included legal protection for land officers, the land adjudication system, the land registration system, and the implementation of the Agrarian Reform Task Force (GTRA).

In the discussion, the question of the authority of land implementers also emerged. Several participants voiced concerns of regional staff who frequently encounter regulations from other ministries that already have legal bases. This issue is expected to become one of the inputs from KAPTI-Agraria in the discussion of the Bill.

During the networking moment, Sri Pranoto, the Chairman of KAPTI-Agraria, also expressed gratitude and pride for the mandate given to alumni holding strategic positions, namely the Director General of Land and Spatial Control (PPTR), Lampri, and Senior Expert for Community Participation and Local Government Affairs, Andi Tenri Abeng, following Asnaedi who had previously been trusted as the Director General of Land and Registration.
