ATI to Hold FGD on Toll Road Infrastructure

The Indonesian Toll Road Association (ATI) will hold a Focus Group Discussion (FGD) on “Aligning the toll road infrastructure ecosystem for sustainable Indonesian development, as a vital role in supporting connectivity and national economic growth,” in Jakarta on Wednesday, 12 August 2026. ATI is committed to supporting the Government’s programme to improve the quality of public services, road safety, and the modernisation of the national transport ecosystem.

“Toll road development must ultimately deliver tangible benefits to the public,” said ATI Chairman Rivan A. Purwantono.

The public, he continued, needs toll road services that are safe, comfortable, high-quality, and reliable. For this reason, ATI and the Government continue to work in synergy to maintain the industry’s sustainability while ensuring the public receives the best possible toll road services.

The toll road network currently operating in Indonesia has reached 3,115.98 km (76 toll road sections) managed by 59 Toll Road Business Entities (BUJT), with accumulated investment value reaching Rp 668 trillion for operating sections and projected to approach Rp 1,000 trillion including sections in the construction and preparation stages. On the other hand, the government’s financing capacity is limited, so policy breakthroughs and financing schemes that can encourage private sector participation are needed.

Most of the toll road sections currently operating are still in the early to middle phase of the investment return cycle, requiring sound financial structure alignment to maintain long-term business sustainability. This condition is further exacerbated by the prevalence of Over Dimension Over Loading (ODOL) vehicles, which accelerate physical road damage and also endanger road users.

This forum serves as a space for solution-oriented dialogue across stakeholders to align regulatory policies, maintain a viable investment climate, including the need to promote more sustainable financing models by enlarging the role of private investment and improving the quality of toll road services throughout Indonesia.

The resulting recommendations will be submitted as strategic input useful for the Government in establishing national toll road policies that are fair, sustainable, and provide optimal benefits for the public and the acceleration of Indonesia’s development.

The FGD will invite key stakeholders. The event is planned to open with remarks from the Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono, and the Minister of Public Works, Dody Hanggodo. The interactive discussion will be moderated by management expert Rhenald Kasali, featuring main speakers Muhammad Chatib Basri and Bambang Brodjonegoro.

The forum will involve legislative representatives from Commission V of the House of Representatives of the Republic of Indonesia (DPR RI) as well as relevant ministries and agencies. The ministerial elements include the Ministry of Public Works along with the Toll Road Regulatory Agency (BPJT) and the Directorate General of Highways, the Coordinating Ministry for Infrastructure and Regional Development, the Coordinating Ministry for Economic Affairs, the Ministry of Transportation, the Ministry of National Development Planning/National Development Planning Agency (Bappenas), the Ministry of Finance, the Ministry of Law, and the Ministry of Investment and Downstreaming/BKPM (Investment Coordinating Board). In addition, representatives of state and oversight institutions will attend, including the Traffic Corps of the Indonesian National Police, the Audit Board of Indonesia (BPK), the Financial and Development Supervisory Agency (BPKP), and the National Transportation Safety Committee (KNKT).

The discussion will also be enriched by academics and experts, including the Institute for Economic and Social Research at the Faculty of Economics and Business, University of Indonesia (LPEM FEB UI), a Professor of Law at the University of Indonesia (UI), a Professor of Law at Trisakti University, and public policy observers.

Complementing this, the public and business sectors will be represented by the Indonesian Consumers Foundation (YLKI), the Indonesian Toll Road Association (ATI), the banking sector, and investors.

Meanwhile, ATI Acting Secretary General Kristianto underlined that alignment of views between the Government and industry players is the main pillar in formulating fair toll road financing schemes and regulations.

“Synergy and policy balance are very important for the future of the national toll road industry. Through this FGD, ATI hopes to gather various critical thoughts and cross-sector solution ideas that we will formulate comprehensively into a policy recommendation document (White Paper),” said Kristianto.
