At Global Forum, Law Minister Affirms Indonesia's Commitment to Building Transparent Royalty Governance

The Indonesian government, through the Ministry of Law, has strengthened its economic creative diplomacy on the international stage through a series of important meetings in Geneva, Switzerland. At the World Intellectual Property Organization (WIPO) General Assembly in Geneva, Minister of Law Supratman Andi Agtas outlined Indonesia’s commitment to continue pushing initiatives to improve royalty governance globally. Indonesia’s proposal on royalty governance has been under discussion since December 2025 at the Standing Committee on Copyright (SCCR) session. The proposal strengthens the ecosystem through three principles: transparency, accountability, and interoperability. As a result, the digital economy can work better for the creative industries. “Building on this foundation, Indonesia also invites WIPO Member States to jointly reflect on new dimensions of the same discourse: beyond music, there is the sustainability of journalistic works and the implications of artificial intelligence (AI) on attribution and remuneration,” Supratman said during the Ministerial Dialogue in Geneva. To ensure the royalty governance process runs well, Indonesia will host a Global Forum on Cross-Border Copyright Royalty Governance in Bali this October, which will be attended by WIPO member states. “Indonesia also welcomes the ongoing consultation process at UNESCO on the draft Guidance on Fair Compensation for News, which we view as complementary and mutually reinforcing with the copyright-based dialogue we are promoting at WIPO,” Supratman said. Prior to the Ministerial Dialogue, Supratman held a closed meeting with WIPO Director General Daren Tang. As a result, Tang greatly appreciated Indonesia’s initiative and encouraged continued communication with the 194 member states. Key points on royalty governance will be further discussed at the 49th SCCR session in December 2026.
