JAKARTA, KOMPAS.com - Telecom operator Telkomsel has stated that the quota-based and validity period internet service scheme is necessary to maintain network quality and equitable access for all users. This was conveyed by Telkomsel’s VP of SIMPATI Product Marketing, Adhi Putranto, during a hearing at the Constitutional Court (MK) regarding the material examination of Law No. 6 of 2023 on Job Creation. “If the volume- and time-based service practice is eliminated, the resulting risks would have a far greater impact on service quality for the majority of telecom service users,” said Adhi Putranto during the hearing on Monday (4/5/2026). Without proper regulation, service usage could potentially disrupt other users. Telkomsel reminded that abolishing the quota and validity period scheme would risk broadly degrading service quality. “Unlimited quota accumulation without time limits could exceed tower capacity when used simultaneously, making network congestion unavoidable,” stated Telkomsel. From an infrastructure perspective, Telkomsel emphasised that network expansion requires substantial investment, particularly to reach vast and challenging areas. “The wider the coverage, the greater the investment required,” he continued. Telkomsel conveyed that internet services cannot be treated as standalone individual capacity. “Internet access is not a standalone capacity for each customer, but rather a shared capacity that must be maintained to be used fairly by all users,” he said. “Leftover quota does not generate additional profit because the costs of building and operating the network have already been incurred from the start,” he explained. Telkomsel also clarified that customer payments constitute compensation for the services provided.
