The rise in oil prices has caused hotmix asphalt prices to soar. As a result, several road repair projects in Nusa Penida subdistrict, Klungkung, Bali, have been delayed. Project packages that were previously tendered by the Klungkung Public Works, Spatial Planning, Housing and Settlement Area Department (PUPRPKP) received no bids.

“Indeed, we are facing challenges from the increase in oil prices and other materials due to the war. So our packages failed. No one bid,” said the Head of Road Infrastructure at the Klungkung PUPRPKP Department, I Gede Merta Jaya, to detikBali on Tuesday (28/4/2026).

“And now we have to implement price adjustments. After that, we will retender,” added Jaya.

It is known that several damaged road sections in Nusa Penida subdistrict, Klungkung Regency, will receive repairs this year. The total budget for road repairs in Klungkung Regency, sourced from the Regional Budget (APBD), Special Allocation Fund (DAK), Special Financial Assistance (BKK), and loans for 2026, reaches Rp 137 billion.

“There are a total of 23 road sections. About 80% of them are in Nusa Penida,” explained Jaya.

The road sections in Nusa Penida that will be affected by repairs include, among others, the Bunga Mekar-Pura Kalibun route, which leads to Kelingking Beach.

In addition, there are the Sampalan-Toyapakeh, Batumadeg-Batukandik, Celaga-Klumpu, Sakti-Penida, Toyapakeh-Sebunibus, Pejukutan-Soyor and surrounding areas, Klatak-Lembongan, the road to Broken Beach, Prapat-Klumpu, Suan-Pejukutan and surrounding areas, Dungkap-Buluh, Cemelagi, and the Ceningan Ring Road.

Contacted separately, the Head of Bunga Mekar Village, Nusa Penida subdistrict, I Wayan Yasa, explained that the condition of two road sections in his village is indeed very poor.

“Especially two road sections, namely Bunga Mekar-Klibun (to Kelingking Beach) and the one to Broken Beach,” explained Yasa.

He hopes that amid the asphalt price increase challenges, the road repair plans can still be carried out. “We hope it can be repaired this year. If not, the community will be very disappointed,” he said.
