Following the receipt of the Idul Fitri holiday allowance (THR) before 2026, civil servants (ASN) will receive another additional income beyond their regular salary, namely the 13th-month salary. Based on Government Regulation No. 9 of 2026, the 13th-month salary to be disbursed in June 2026 will be paid to Civil Servants (PNS), prospective PNS, Government Employees with Work Agreements (PPPK), TNI soldiers, Polri members, and state officials. In the regulation, the provision of the 13th-month salary is described as a form of appreciation for dedication to the nation and state, taking into account the state’s financial capacity. The components received by ASN in the 13th-month salary include base salary, attached allowances, and performance allowances in accordance with applicable provisions. ‘The thirteenth salary is not subject to deduction of contributions and/or other deductions based on statutory provisions,’ states Article 16 paragraph 2 of Government Regulation No. 9 of 2026. Specifically, the calculation of the 13th-month salary amount for Government Employees with Work Agreements (PPPK) comes with several provisions. For PPPK with less than one year of service, THR and the 13th-month salary are given proportionally. ‘PPPK with less than 1 calendar month of service before the 2026 Holiday, are not given the Holiday Allowance, and PPPK with less than 1 calendar month of service before 1 June 2026, are not given the thirteenth salary,’ states Article 9 paragraph 14. Besides PPPK, the regulation also governs the rights for prospective PNS or CPNS. For CPNS whose budget comes from the APBN, the components of THR and the 13th-month salary include 80% of base salary plus food, general allowances, and performance allowances according to position. Meanwhile, for CPNS using regional budgets or APBD, the components received are relatively the same. However, there is additional income that can be provided by local governments, with amounts adjusted to each region’s fiscal capacity. ‘Additional income at most equal to what is received in 1 month for regional agencies that provide additional income, taking into account the fiscal capacity of the region and in accordance with statutory provisions, according to rank, position, job rank, or job class,’ as stated in the regulation. Meanwhile, for leaders, members, and non-ASN employees serving in government agencies, the 13th-month salary will be given in the following amounts: 1. Leaders and Members of Non-Structural Institutions: a. Chairman/Head or equivalent - Rp31,474,800.00 b. Deputy Chairman/Deputy Head or equivalent - Rp29,665,400.00 c. Secretary or equivalent - Rp28,104,300.00 d. Members - Rp28,104,300.00 2. Non-Civil Servant Employees in Non-Structural Institutions and Officials whose Financial Rights or Administrative Rights are equated or at the level of Echelon/Officials: a. Echelon I/High-ranking Leadership Officials/Intermediate High-ranking Officials - Rp24,886,200.00 b. Echelon II/Primary High-ranking Officials - Rp19,514,800.00 c. Echelon III/Administrator Officials - Rp13,842,300.00 d. Echelon IV/Supervisor Officials - Rp10,612,900.00 3. Non-Civil Servant Employees serving in Government Agencies including Non-Structural Institutions and New State Universities based on Presidential Regulation No. 10 of 2016, as Implementing Officials with education levels: a. Primary/Secondary Education equivalent Service up to 10 years - Rp4,285,200.00 Service over 10 years up to 20 years - Rp4,639,300.00 Service over 20 years - Rp5,052,600.00 b. High School/D-I equivalent Service up to 10 years - Rp4,907,700.00 Service over 10 years up to 20 years - Rp5,347,400.00 Service over 20 years - Rp5,861,500.00 c. D-II/D-III equivalent Service up to 10 years - Rp5,488,500.00 Service over 10 years up to 20 years - Rp5,966,100.00 Service over 20 years - Rp6,524,200.00 d. D-IV/S-1 equivalent Service up to 10 years - Rp6,591,000.00 Service over 10 years up to 20 years - Rp7,160,500.00 Service over 20 years - Rp7,825,800.00 e.
