ASN Bill Drafted, Civil Servants Urged to Adopt KPI System
Jakarta, CNBC Indonesia - The Chair of Commission II of the Indonesian House of Representatives (DPR), M. Rifqinizamy Karsayuda, has highlighted the international ranking of Indonesia’s state civil apparatus (ASN) performance, which sits at 82 out of 193 countries. This ranking is cited from the Government Effectiveness Index.
Therefore, he is urging that the State Civil Apparatus Bill (RUU ASN) include a strict Key Performance Indicator (KPI) system for ASN.
‘Going forward, we may need to increase the key performance indicators for our entire bureaucracy, our ASN, whether they are civil servants or government employees with specific work agreements (PPPK),’ Rifqinizamy said during a working meeting with the Minister for Administrative and Bureaucratic Reform, the National Civil Service Agency, the National Institute of Public Administration, the National Archives, and the Indonesian Ombudsman on Friday (17/7/2026).
According to him, ASN have been in a comfort zone due to a lack of effective performance evaluations and are considered secure because they are difficult to remove from their positions. He hopes that with the ASN Bill, civil servants will be more competitive, able to meet work targets, and can be dismissed at any time if proven to have committed violations.
‘This is our collective homework. We have already included the ASN Bill in the national legislation programme so that we can think about this: in the private sector, people can be competitive, so why can’t state civil apparatus be competitive?’ he stressed.
On this occasion, Rifqinizamy also touched on the position of ASN being considered ‘safe’ due to their lifetime pension entitlement. He stated that this lifetime pension scheme needs a total evaluation so that serving civil servants can be more dedicated.
Minister for Administrative and Bureaucratic Reform (MenPANRB) Rini Widyantini agreed that there must be KPIs for ASN. However, she assessed that these KPIs should not only be for individuals but must also be outcome-oriented.
‘I think this is very important, that every ASN indeed needs to pay attention to KPIs, but the KPIs are not just individual KPIs; they must consider the impact on the community,’ Rini said during the working meeting.
