PT ASDP Indonesia Ferry (Persero) has addressed the issue of prolonged congestion on the access routes to Ketapang Port in Banyuwangi, East Java. Corporate Secretary of ASDP, Windy Andale, explained that the increase in vehicle queues at Ketapang Port is due to an accumulation of vehicles, which are dominated by logistics transport.

“This requires time to be resolved gradually,” Windy stated when contacted in Jakarta on Monday night (28/09/2026).

Windy noted that the accumulation was also influenced by disruptions to ferry services on Saturday (26/09/2026) during a demonstration by several truck drivers within the Ketapang Port area. Following mediation and the reaching of a mutual agreement, Windy said that ferry services have resumed and the process of clearing the queues is ongoing.

“Logistics vehicles passing through have diverse dimensions and loads, including vehicles indicated to exceed dimension or weight limits (ODOL),” said Windy.

According to Windy, these conditions also affect vehicle management and loading. She stated that adjustments are necessary to align with ship capacity, characteristics, and maritime safety aspects.

Windy mentioned that ASDP, alongside regulators, the police, ship operators, and relevant stakeholders, continues to optimise the fleet, trip frequency, and vehicle management from the queue area through to the loading process. Windy noted that management is conducted dynamically, considering pier readiness, ship capacity, weather and maritime conditions, and vehicle density on the ground.

“ASDP understands the inconvenience experienced by the public and service users,” said Windy.

Windy emphasised that ASDP Indonesia’s current focus is to accelerate the clearance of queues by optimising all available capacity, while prioritising safety and maintaining the smooth connectivity of the Java–Bali route and logistics distribution.

Previously, the President Director of ASDP, Heru Widodo, stated that 26 ships are being operated to support the acceleration of vehicle queue clearance on both sides of the route as of Monday afternoon (28/09/2026). Heru said all operational steps are being carried out in coordination with regulators, the police, ship operators, and relevant stakeholders, with maritime safety remaining the top priority.

“The management of ships, piers, and cargo distribution is conducted dynamically according to the capacity and characteristics of each vessel as well as operational conditions on the ground,” Heru said in a written statement in Jakarta on Monday.

Heru noted that the 26 ships are operated via five ships at Pier I Regular, five ships at Pier MB III Regular, four ships at Pier IV, eight ships at Pier LCM, three assistance ships at LCM Tanjung Balai in Gilimanuk, and one assistance ship at MB IV Tanjung Balai. In addition to fleet optimisation, he said ASDP and all stakeholders are continuing to accelerate the service cycle, starting from the berthing and loading/unloading processes to departure.

“Operational patterns are evaluated periodically, taking into account queue conditions, pier readiness, vehicle characteristics, ship capacity, and maritime safety aspects,” Heru added.
