When he first took over as the chief of the Jakarta police,
Inspector General Makbul Padmanagara was very strict about the
bureaucratic mechanism for the issuance of a driver's license.
Brokers were not allowed to do their business. Charges were
collected in accordance with the tariffs already set. Applicants
for a driver's license had to go through a series of tests and
those wishing to get an "A" driver's license had to take lessons
from a driving school.
Unfortunately, today brokers are everywhere in the premises
where one applies for a driver's license. Worse still, it is
members of the local police themselves that offer their help
against payment amounting to twice the official charges.
The Jakarta police, particularly its chief, must take
immediate action, otherwise the fact that some police officers
are acting as license brokers will only bring shame to the
Jakarta police.
