The Bogor Regency Government, West Java, has stated that the land formerly occupied by structures referred to as “apartment” facilities at the Cibinology Class IIA Prison remains the property of the local government, even though the prison authorities may utilise it through a loan-for-use scheme.

The Regional Secretary of Bogor Regency, Ajat Rochmat Jatnika, stated in Cibinong on Wednesday that the Bogor Regency Government has approved the loan-for-use of the land to the Cibinong Prison for 2026.

“In principle, we have granted our approval,” said Ajat.

He explained that the loan-for-use process originated from a request by the Cibinong Prison via letter Number WP.11.PAS-UM.01.01-2747, dated 6 June 2026, regarding the use of land owned by the Bogor Regency Government. The Bogor Regency Government subsequently issued the loan-for-use Decree (SK) Number 500.17.3.1/857-BPKAD on 28 July 2026.

With this approval, according to Ajat, the land can continue to be utilised by the Cibinong Prison authorities following the demolition of the 10 building units previously standing at the location. However, he emphasised that the land remains an asset of the Bogor Regency Government and has never been donated to the Ministry of Immigration and Correctional Services (Kemenimipas) or the Cibinong Prison.

“There has been no grant from us, none,” he stated.

Previously, the Directorate General of Corrections of Kemenimipas demolished the 10 building units referred to as “apartment” facilities at the Cibinong Class IIA Prison. The Inspector General of Kemenimipas, Rudi Setiawan, stated that preliminary inspection results showed the buildings were constructed through self-funding without using the State Budget (APBN) and were not recorded as State-Owned Assets (BMN).

“These buildings did not originate from the APBN budget. They were self-funded and are not registered in the BMN,” said Rudi.

Kemenimipas is still conducting an investigation regarding the existence and use of these buildings as a follow-up to findings by the Indonesian Ombudsman at the Cibinong Prison. Preliminary findings by Kemenimipas also identified instances of abuse of authority; however, the responsible parties have not yet been announced as the team is still analysing statements, documents, and evidence.
