Anxious Workers of PT SAK Await Confirmation of Severance and Salary Payments
Workers of Badan Usaha Milik Daerah (BUMD), namely PT Selo Adikarto (SAK), are anxiously awaiting confirmation of the payment of severance and outstanding salaries. This follows the cessation of PT SAK’s operations after being embroiled in an alleged corruption case.
Waljito, Head of the Advocacy Division of the DPD of the All-Indonesia Workers’ Union Confederation (KSPSI) of the Special Region of Yogyakarta, said that after actions and an audience with the company, it was decided that there would be layoffs of employees. In that decision, the company was required to immediately pay the remaining salaries and severance pay.
“So, the timeline is that after the actions, the audience, and so on, the final formula is that PT SAK will carry out layoffs and will pay the remaining employee salaries. This was outlined in a decision during mediation at the Department of Labor,” said Waljito when contacted by reporters, Tuesday (February 24, 2026).
However, in reality, the company has not yet provided the employees’ rights, even though the layoff letters for the employees have been issued. The workers are now demanding that the company fulfill its promise to immediately pay their rights.
“The latest decision stipulated that PT SAK immediately carry out the payment. Because the layoff letters have been issued. If there are layoffs, there are consequences for paying severance pay,” he said.
According to him, the company has verified the workers who were laid off. The data has been submitted to the directors and is awaiting approval. According to him, there are hundreds of workers who have been laid off.
“It has been calculated, the verification process has taken place, the final process has been submitted to the directors and the owner. We are waiting for this,” he said.
He hopes that the company and the regional government can comply with the agreements that have been made. Before Eid, the workers hope to be able to receive their rights.
“We encourage this to be resolved immediately because the latest bipartite agreement has agreed that PT SAK is able to pay the remaining salaries and then severance pay because layoffs have occurred and as soon as possible to complete our request before Eid,” he emphasized.
Regarding the payment scheme, it can be adjusted to the company’s financial capabilities. However, Waljito wants the company to immediately pay the workers’ salaries before Eid.
“But the payment process, because of their condition, I said yesterday that it doesn’t have to be paid all at once. But the commitment has emerged, it can be done in stages and then completed. But the first stage of payment, I asked for it before Eid,” he explained.
Alleged Manipulation of Financial Report Data for PT SAK
Previously, the Kulon Progo Regency Government stopped the operations of PT SAK because it was involved in a legal case. The company’s directors are suspected of manipulating financial report data for the years 2016-2024.
According to Waljito, Head of the Advocacy Division of the DPD KSPSI DIY, the suspension was not preceded by a dialogue with employees or the resolution of problems in the company.
“The company was stopped by the Regent, on the grounds of problems and so on, with a letter of termination. Well, the termination was not accompanied by a dialogue with employees,” he said.
He likened this decision to an action that harms all parties, including innocent employees.
“It’s like killing a rat by burning the barn. The rat dies, the barn dies. Both the good and the bad are affected by this,” said Waljito.
The Regent of Kulon Progo, Agung Setyawan, temporarily stopped the operations of one of the Regional Government-owned enterprises, namely PT Selo Adikarto (SAK). This step was taken because the company, which operates in the construction and processed asphalt production sectors, was involved in an alleged corruption case.
The case has entered the investigation stage to determine who the suspect is behind the alleged bribery.
“Not an investigation, but it has reached the investigation stage. (Suspect?) Not yet, but there are two pieces of evidence,” said Agung when met by reporters after a meeting with the Kulon Progo DPRD at the Kulon Progo DPRD Complex, Monday (July 14, 2025).
Agung said that he had issued letter No. 500/2531 to the directors of PT. SAK regarding the termination of business and operations dated July 8, 2025. The termination is valid until the case surrounding the company is resolved.
“There is no revocation, because there is no dissolution. There is only a suspension until the process is completed. If tomorrow morning SAK shows that everything is clear and there are no legal issues, it will be resolved,” he said.
Regarding his meeting with the Kulon Progo DPRD this afternoon, Agung said that the focus was on discussing the completion of the problem. Agung wants PT SAK to be cooperative so that this case can be resolved soon.
“In fact, it is more about how to cooperate so that everything is resolved, so that everything is safe. So that everything can proceed quickly so that PT SAK can work again,” he explained.
Meanwhile, the Head of the Intelligence Section of the Kulon Progo District Attorney’s Office, Awan Prastyo Luhur, confirmed that they were handling the alleged corruption case of PT. SAK in 2016-2024. “We have examined the directors, employees, and supervisors,” he said.
Awan said that in this case, there is an allegation that PT. SAK manipulated financial report data. In the financial report, PT. SAK claimed to continue to suffer losses, even though business activities continued.
“So there is an indication that the financial report does not reflect the facts,” he said.
Awan stated that this case is still ongoing and so far no one has been named a suspect. “We will soon ask the authorized agency to conduct an audit. The suspect will be determined after the certainty of the violation and the value of state losses,” he said.
