Anticipating Residency Disputes, Surabaya City Government Tightens Supervision of 2026 Student Admission Data

The Surabaya City Government is tightening the supervision of population data for the implementation of the 2026/2027 Academic Year Student Admission System (SPMB), for both junior and senior high school levels.

“The Surabaya City Government continues to strengthen the synergy between population data and the SPMB system, as well as the Education Office application, through integration with the ‘Cek In Warga’ application. This is to ensure that the student admission process remains objective, transparent, and reflects actual residency,” stated the Head of the Surabaya City Population and Civil Registration Office (Disdukcapil), Irvan Wahyudrajad, in Surabaya on Saturday (6/6).

According to him, the SPMB system is now linked with the ‘Cek In Warga’ data, allowing the government to verify that the addresses listed in population documents are indeed the actual places of residence for the students involved.

“If there is a transfer of the Family Card (KK) conducted solely for school admission purposes, but in fact, the individual does not reside at that address, then the application or administrative process may not be served in accordance with applicable regulations,” he emphasised.

Disdukcapil reminded the public not to use the printing date of the Family Card as the primary reference for determining how long someone has resided at an address. To ensure the validity of residency history, members of the public requiring clarification of population data for the SPMB process may apply for an official certificate from Disdukcalpil.

“In the implementation of the SPMB, the public needs to understand that the printing date of the KK cannot be used as a reference for when someone began living at an address. Therefore, if clarification regarding residency history is needed for SPMB purposes, the public can apply for an official certificate at the Population and Civil Registration Office,” he explained.

“We hope that all members of the community can follow the population administration process honestly and in accordance with actual conditions, to maintain collective fairness, particularly in the implementation of the SPMB in Surabaya City,” he added.
