Anti-Corruption Commission Apprehends Customs Intelligence Chief for Orchestrating Bribery Fund Storage
The Indonesian Corruption Eradication Commission (KPK) has arrested Budiman Bayu Prasojo (BBP), Head of the Intelligence Section for Enforcement and Investigation (P2) at the Directorate General of Customs, as a new suspect in a bribery case involving the importation of goods at the Directorate General of Customs (DJBC). Prasojo orchestrated the concealment of corruption proceeds in a safe house.
“The money is suspected to originate from alleged corruption involving the arrangement of import clearance procedures (customs matters) and the administration of duties,” stated Asep Guntur Rahayu, Deputy for Enforcement and Execution at the KPK, during a press conference at KPK headquarters in Kuningan, South Jakarta, on Friday (27 February 2026).
The funds were stored by Salisa Asmoaji (SA), an employee of the Enforcement and Investigation Directorate (P2) at Customs. The money was initially kept in a safe house in Central Jakarta on the orders of Prasojo and Sisprian Subiaksono, Head of the Intelligence Subdirectorate for Enforcement and Investigation at the Directorate General of Customs, also a suspect in the case.
“The money collected and managed by SA was stored in an apartment located in Central Jakarta as a ‘safe house’ rented by SA since mid-2024, under direct instruction from BBP and SIS,” he stated.
Asep explained that the funds were used for operational expenses. In February 2026, Prasojo ordered Asmoaji to transfer the money from the safe house to an apartment in Ciputat, South Tangerang.
“In early February 2026, BBP instructed SA to vacate the safe house located in Central Jakarta. SA then moved the funds to another safe house located in an apartment in the Ciputat area, South Tangerang,” he said.
Investigators conducted raids at both safe house locations, discovering cash totalling Rp 5.19 billion stored in five suitcases.
“Based on these facts, investigators concluded that BBP and SIS jointly or collectively committed acts of corruption involving gratification receipt as civil servants or state administrators,” he stated.
For his actions, Prasojo is charged under Article 12B of the Corruption Eradication Law juncto Article 20 letter c of Law No. 1 of 2023 concerning the Criminal Code. Prasojo was arrested at Customs headquarters on Thursday (26 June) at approximately 16:00 WIB.
The KPK had previously revealed that counterfeit and illegal goods were able to enter Indonesia due to this bribery scheme involving DJBC employees. The KPK stated that the bribes prevented inspections from being conducted in accordance with regulations.
Asep Guntur disclosed an agreement among Intelligence Section Head at Customs Orlando Hamonangan, Intelligence Subdirectorate Head at Customs Sisprian Subiaksono, owner of PT Blueray John Field, Head of the Import Documentation Team at PT Blueray Andri, and Operational Manager at PT Blueray Dedy Kurniawan in October 2025. They allegedly conspired to manipulate import clearance routes into Indonesia.
The KPK stated that Finance Ministry regulations establish two types of clearance routes for imported goods surveillance. There is the green channel, representing goods release without physical inspection, and the red channel, representing goods release with physical inspection.
“Subsequently, customs employee FLR (Filar) received instruction from ORL (Orlando) to adjust the red channel parameters and implement this by establishing rule sets at 70 per cent,” Asep stated.
There are currently seven suspects in the customs import bribery case:
Rizal (RZL) as Director of Enforcement and Investigation at the Directorate General of Customs (P2 DJBC) from 2024 to January 2026;
Sisprian Subiaksono (SIS) as Head of the Intelligence Subdirectorate for Enforcement and Investigation at the Directorate General of Customs;
Orlando (ORL) as Head of the Intelligence Section at the Directorate General of Customs;
John Field (JF) as owner of PT Blueray;
Andri (AND) as Head of the Import Documentation Team at PT Blueray;
Dedy Kurniawan (DK) as Operational Manager at PT Blueray;
Budiman Bayu Prasojo (BBP) as Head of the Intelligence Section for Customs at P2 DJBC Customs.
