Anti-Corruption Commission Alleges Madiun Mayor Received 4-10 Per Cent Project Fees
Indonesia’s Corruption Eradication Commission (KPK) is investigating allegations that suspended Madiun Mayor Maidi received project fees of approximately 4 to 10 per cent whilst examining six witnesses on Wednesday, 25 February.
The witnesses included the Head of Water Resources Management (PSDA) of Madiun City Dwi Setyo Nugroho; Head of Road Construction Agus Tri Sukamto; Civil servant at the Public Works and Spatial Planning Department (PUPR) and Road and Bridge Maintenance Team member Guntur Yan Putranto; Head of Public Works Creation Hesti Setyorini; Head of Public Works Creation Task Team Riski Septiyanto; and Head of Building and Environmental Arrangement Team Seno Bayu Murti.
The examination took place at the State Treasury Service Office (KPPN) in Madiun City.
“All witnesses attended. The investigators questioned the witnesses regarding allegations of project fees at the PUPR Department for the Mayor’s benefit ranging between 4 and 10 per cent,” stated KPK spokesman Budi Prasetyo in a written statement on Wednesday, 25 February.
The KPK is pursuing legal proceedings against Maidi over allegations of extortion using project fees and Corporate Social Responsibility (CSR) funds, as well as other gratifications received within the Madiun City Government administration.
Besides Maidi, the KPK also named Maidi’s associate Rochim Ruhdiyanto and Head of PUPR Department Thariq Megah as suspects. Both have been detained for further investigation.
The case involving Maidi and his associates was uncovered through a KPK arrest operation conducted in January 2026. The KPK seized cash totalling Rp550 million during the operation.
The investigation also revealed allegations of corruption involving demands for licensing approval fees from business operators such as hotels, minimarkets and franchises operating within Madiun City Government jurisdiction.
During the ongoing investigation, the KPK has conducted multiple searches including at Maidi’s private residence, Thariq’s private residence, the Mayor’s Office and several departmental offices in Madiun City. Various evidence allegedly related to the case, including documents and cash, has been seized.
