Jakarta - Minister of Micro, Small, and Medium Enterprises (MSMEs) Maman Abdurrahman has confirmed that the government will categorise online motorcycle taxi (ojol) drivers as micro-enterprise operators in the transportation sector. With this status, drivers will be entitled to various incentives and facilities provided to MSMEs, including access to Kredit Usaha Rakyat (KUR) financing. “Going forward, online motorcycle taxi drivers will be treated as micro-enterprise operators in the transportation sector. This means they are included in the micro-enterprise category and are entitled to all incentives and facilities received by micro-enterprise operators,” Maman said when met by journalists at the Ministry of MSMEs office on Wednesday (1/7/2026).

With this status, he said, ojol drivers will also receive various tax incentives. According to him, the majority of ojol drivers’ incomes are still below Rp 500 million per year, so they are not subject to tax or are subject to a 0% rate. In addition to tax incentives, the government is also preparing various empowerment programmes for ojol drivers. These programmes include access to financing, including KUR, business capacity building, and training. Maman explained that the government wants drivers not to rely solely on income from online transportation services but also to be able to develop other businesses. “We hope that they will not only continue to operate in the online motorcycle taxi business but can also develop other ventures,” he said.

He explained that administrative requirements will not be immediately imposed when the policy granting MSME status is implemented. For instance, the requirement to have a Business Identification Number (NIB) will not be a priority in the initial phase. “Requirements related to NIB processing are not our priority at the beginning. Let this transition process run smoothly,” said Maman. Furthermore, Maman confirmed that MSME status for ojol drivers will be granted automatically to all drivers registered on application platforms. This means drivers do not need to register voluntarily to obtain this status. “It is automatic. And indeed, most of our friends from ojol associations, like Garda Ojol and others, also expect this direction. So this is an aspiration from the ojol business activists,” he said.

According to him, the main spirit of the policy is to provide protection and empowerment to ojol drivers. Technical matters will be discussed further through coordination between the government, application companies, and driver associations. “The most important thing is that this gets going first, and we must follow up on these aspirations because it concerns the interests of many people. So I also hope that we in the government must be careful,” he said. The legal basis for the ojol drivers’ MSME status will be regulated in a Presidential Regulation currently being prepared by the government. “It is on the way,” he concluded. KUR is a special loan with a ceiling of up to Rp 500 million. For loans up to Rp 100 million, KUR does not require collateral. The interest rate for KUR is also lower than standard bank loan interest rates because it is subsidised by the government.
