Andre Rosiade Pushes for Pekanbaru Development via SOE CSR and KPBU Scheme
Wakil Ketua Komisi VI DPR RI Andre Rosiade is pushing for the acceleration of development in Pekanbaru, Riau, through synergy with state-owned enterprises (BUMN), corporate social responsibility (CSR) programmes, and the Government and Business Entity Cooperation (KPBU) scheme. During a visit to Pekanbaru, Andre followed up on several needs conveyed by the city government. He stated that several programmes would be assisted through his network and coordination with BUMN. “As a member of parliament, my duty is to help the community. Even though this is not my electoral district, if there is something I can assist with, I will certainly fight for it. God willing, several matters conveyed by the Mayor will be followed up immediately,” Andre said on Saturday (20/6/2026).
Andre made the remarks during a meeting with Pekanbaru Mayor Agung Nugroho, Deputy Mayor Markarius Anwar, Acting Regional Secretary Syamsuir, and heads of local government agencies at the Pekanbaru City Government office complex in Tenayan Raya. The Deputy Chairman of the Gerindra Party faction in the DPR revealed he had already contacted several BUMN leaders to support Pekanbaru’s needs. These include computer assistance for SD Negeri 168 Pekanbaru through Pertamina Hulu Rokan (PHR), installation of videotron screens in strategic areas through Bank Mandiri, and the construction and revitalisation of pedestrian bridges (JPO) via PHR’s CSR programme.
Andre also encouraged the Pekanbaru city government to utilise the KPBU scheme to accelerate infrastructure development without solely relying on the regional budget. He noted the scheme has been successfully implemented in major projects in West Sumatra, including the construction of the Sitinjau Lauik Flyover worth IDR 2.8 trillion by PT Hutama Karya. “Development does not always have to depend on the APBD. There are now many instruments that regions can utilise, one of which is KPBU. With good communication and mature planning, large projects can be realised immediately,” he said.
He further detailed his success in securing development budgets in West Sumatra, covering post-disaster rehabilitation and reconstruction funds, regional road construction, drinking water supply systems (SPAM), stadium construction, and plans for new railway lines. Andre assessed that such experience could inspire local governments to build strong communication with the central government and BUMN. “We in the DPR are here to help regional heads fight for development. The key is communication and the willingness to move. Many central government programmes can be utilised by regions,” he explained.
Andre also praised Mayor Agung Nugroho and Deputy Mayor Markarius Anwar for being responsive to public issues. “I often follow the social media of the Mayor and Deputy Mayor. I see they respond quickly to residents’ complaints. Damaged roads are fixed, flooding is addressed. Leaders like this must be supported,” he said. Meanwhile, Mayor Agung Nugroho expressed gratitude for Andre’s attention and support, noting that the visit brought real solutions rather than just discussion. “We are very grateful that Pak Andre came to Pekanbaru. Many things were immediately acted upon. This is not just talk, but direct action. At the school, he immediately moved to help rehabilitate classrooms, teachers’ rooms, and toilets, and sought computer assistance. This is extraordinary care,” Agung stated.
Agung also revealed that various development needs of Pekanbaru conveyed during the meeting received a swift response from Andre, including CSR support for pedestrian bridge construction and revitalisation, videotron installation through Bank Mandiri, and encouragement to use the KPBU scheme for strategic infrastructure. “Pak Andre’s strength is that he not only gives support but immediately contacts the relevant authorities and finds solutions. We thank him for his attention and care for Pekanbaru. Hopefully, this synergy will continue for the progress of the region and the welfare of the community,” Agung explained. He also thanked Andre for facilitating land provision for mosque construction through coordination with PTPN IV Regional III, noting the support would provide great benefits for the people of Pekanbaru and serve as a continuous charitable act.
