Andre Rosiade: Prabowo Is Committed to Improving Clean Water Services in Padang
Deputy Chairman of Commission VI of the House of Representatives, Andre Rosiade, said President Prabowo Subianto was paying attention to clean water services in Padang. Andre said the estimated cost of improvements to the city’s water services would reach Rp 1.116 trillion for 2026–2028.
Andre made the remarks during a visit to the Lubuk Minturun area in Koto Tangah district, Padang, with Maria Doeni Isa, head of the West Sumatra Building, Infrastructure and Area Planning Office (BPBPK), on Thursday (29 October 2026). The visit was intended to ensure that efforts to address clean water problems following flooding were under way and delivering tangible results for the public.
“Many people in Padang are asking why the water is still cloudy. The central government has already disbursed funds to address the problem. Naturally, people want to know when their water will return to normal,” Andre said in a written statement on Thursday (29 October 2026).
According to Andre, the central government has set aside Rp 400 billion to build a new Gunung Pangilun Water Supply System (SPAM). The project is important because the existing installation has been operating since 1956 and is considered inadequate to meet current public service needs.
However, he said the project could not proceed until land issues were resolved by the Padang municipal government. Andre said the administrative process and payment for 12.7 hectares needed to be completed promptly.
“The central government has set aside Rp 400 billion. We hope the Padang municipal government will settle the land issue soon. Once that is done, the project can go to tender in January and the contract can be signed in March, allowing construction of the new Gunung Pangilun SPAM to begin,” he said.
Andre also outlined central government funding to improve clean water services in Padang: Rp 158 billion for emergency SPAM works, Rp 308 billion for multi-year contract (MYC) activities, and around Rp 650 billion for rehabilitation and reconstruction.
Together, the three components amount to around Rp 1.116 trillion for 2026–2028, he said. Andre described the funding as a commitment by President Prabowo through the Ministry of Public Works.
“This demonstrates President Prabowo’s commitment to continuing development in West Sumatra, particularly by improving clean water services in Padang. We want people to receive clear water and better service,” Andre said.
Maria Doeni Isa said the Minister of Public Works, Dody Hanggodo, had given directions on addressing problems affecting 12 water supply systems in Padang. The Gunung Pangilun SPAM is a particular priority because it serves the city centre, including hospitals and offices, and has a wide service area.
She said several works had been carried out at the Gunung Pangilun water treatment plant, including replacing the aerator and silica sand and dredging the intake. These measures had reduced water turbidity from around 300 nephelometric turbidity units (NTU) to 15 NTU.
“Thankfully, turbidity, which was previously around 300 NTU, is now down to 15 NTU. People can check that water quality in the central service area has improved,” Maria Doeni said.
Work has also been carried out at the Guo Kuranji intake, which has been affected by flooding three times. The government is preparing to build a permanent weir and intake to reduce the risk of similar damage if flooding recurs. Some intakes in the Latung area have also been addressed.
Maria added that the Rp 158 billion emergency response budget was one part of the government’s support for improving drinking water services. She said the Rp 1.116 trillion allocated for 2026–2028 would be critical for rehabilitation and reconstruction.
