Deputy Chairman of House Commission VI Andre Rosiade led a specific working visit to the operations area of Pertamina Hulu Rokan (PHR) in Minas, Siak Regency, Riau. Commission VI arrived to ensure efforts to increase national oil production are on track with the government’s target towards energy self-sufficiency.

The visit, conducted during the Fifth Session Period of the 2025-2026 Session Year on 18-20 June 2026, involved strategic partners of Commission VI, namely Pertamina Hulu Energi (PHE) and Pertamina Hulu Rokan (PHR). The working visit team was led by Andre Rosiade as Team Chairman, accompanied by Deputy Chairman of Commission VI Adisatrya Suryo Sulisto and other members, including Budi Sulistyono (Kanang), GM Totok Hedisantosa, Firnando H. Ganinduto, Asep Wahyuwijaya, Imas Aan Ubudiah, H. Iskandar, H. Askweni, and Dr. H. Achmad.

Upon arrival, the Commission VI delegation was welcomed by PHR President Director Muhamad Arifin and his management team.

As Team Chairman, Andre Rosiade stressed that the visit to the Rokan Block was not merely a routine oversight agenda, but to directly observe concrete steps taken by PHR to increase national oil production amid challenges of declining oil and gas lifting. “We deliberately came to PHR, specifically to Minas, because we want to know first-hand the concrete measures being taken to increase oil production. Alhamdulillah, various innovations implemented have shown positive results,” Andre stated.

According to Andre, one breakthrough by PHR through the application of chemical injection technology is beginning to bear fruit. In the past month, there has been additional production, and the Minas Field alone is projected to add around 2,000 barrels per day by the end of 2026. Andre explained that this production increase is a crucial part of PHR’s grand roadmap to restore the Rokan Block’s glory as the backbone of national oil production.

“The prediction is that the Minas area could reach production of around 70,000 barrels per day by 2028-2029. If all programmes proceed as planned, the Rokan Block production target of 400,000 barrels per day by 2034 is very realistic to achieve,” said the Chairman of the Gerindra Party Regional Leadership Council for West Sumatra.

Andre revealed that, based on PHR management’s presentation, nearly all the best technologies used by the global oil and gas industry today have been applied to boost production. After taking over management from Chevron, Pertamina not only massively increased the number of well drillings but also improved technology-based innovations to optimise existing reserves.

“Previously, drilling was only tens of wells per year. Now it is hundreds of wells every year. Coupled with various technological innovations being continuously developed, we are optimistic the set targets can be achieved,” said the Chairman of the Minang Family Association.

During the visit, Commission VI also held in-depth discussions with PHR management regarding various challenges in developing national oil and gas fields. Andre assessed that the steps taken by PHR are currently on the right track and need full support from all stakeholders.

“In my view, our colleagues at PHR are already on the track. Our task in the House is to oversee and provide support so that all production enhancement programmes can run optimally. The great hope is, of course, that energy self-sufficiency by 2029 can be realised in accordance with President Prabowo Subianto’s directive,” Andre asserted.

Andre also highlighted the importance of increasing domestic oil production amid the national oil lifting target for 2027, which is in the range of 605,000 to 620,000 barrels per day. He noted that the government has prepared various strategic breakthroughs, including accelerating downstream processing and implementing the B50 biodiesel programme to reduce dependence on fuel imports.

“The government has taken the right steps. Besides increasing oil production, the government is also pursuing downstream processing and promoting the use of alternative energy such as B50 to curb fuel imports, which have been draining a huge amount of state foreign exchange,” he said.

Andre stressed that PHR’s success is critical to the future of Indonesia’s energy security. Currently, about a quarter of national oil production comes from the Rokan working area, so any production increase in the block will have a significant impact on achieving national energy targets.

“Therefore, House Commission VI will continue to oversee and support the efforts made by Pertamina Hulu Rokan. The Rokan Block is a strategic national asset that must be continuously strengthened to realise Indonesia’s energy independence,” Andre concluded.

PHR President Director Muhamad Arifin expressed appreciation and gratitude for the visit by Commission VI to directly observe operational developments and various production enhancement efforts undertaken by PHR in the Rokan Block. Arifin stated that the House’s support is vital for PHR in executing strategic programmes to maintain and increase national oil production. He said the visit was a momentum for PHR to present achievements, challenges, and various innovations being pursued to support national energy security.

“We thank Mr Andre Rosiade as Team Chairman and all members of House Commission VI who have come to directly inspect PHR’s operations. The presence of Commission VI is an encouragement for us to continue working and ensure the production targets set by the government can be achieved,” he said.
