Deputy Chairman of House of Representatives Commission VI Andre Rosiade and a number of other stakeholders inspected the planned construction site of the Padang Luar flyover in West Sumatra. The flyover is intended to ease severe congestion at a railway level crossing in the Padang Luar area of Agam Regency.

The location has long been a major bottleneck and accident-prone spot. Andre Rosiade stressed that the flyover construction is not merely an infrastructure project but an urgent necessity for the safety of residents and the smooth functioning of the area’s economic activity.

“We absolutely must ensure there are no more victims. The design must be properly arranged, including on KAI land, so that this solution is truly comprehensive,” said Andre Rosiade, who also serves as Chairman of the Gerindra regional board for West Sumatra, in a statement on Thursday (19 February 2026).

The inspection was conducted by Andre together with Danantara Investment Management Agency Chief Operating Officer Dony Oskaria, PT KAI President Director Bobby Rasyidin, West Sumatra Governor Mahyeldi, Agam Regent Benny Warlis, and Head of the West Sumatra National Roads Implementation Agency (BPJN) Elsa Friandi.

Andre said the site inspection was carried out to ensure technical readiness and strengthen cross-agency coordination, including design adjustments with PT KAI assets, so that the strategic project can proceed safely and on schedule.

Meanwhile, PT KAI President Director Bobby Rasyidin stated that his organisation is ready to adjust the construction design to accommodate railway line requirements. He explained that the flyover pillars would be positioned parallel to the road so as not to disrupt train operations.

“We will make adjustments — the pillars will be placed parallel to the road once construction is completed,” he said.

Danantara COO Dony Oskaria conveyed full support for the Padang Luar flyover construction plan. He said the project carries significant economic impact as it will facilitate the flow of goods and people along the strategic Padang-Bukittinggi route.

“Danantara fully supports this project because its benefits are directly felt by the public and the business community. Good infrastructure will reduce logistics costs, improve regional connectivity, and drive local economic growth,” Dony said.

During the inspection, discussions were also held on various technical alternatives, including options for crossing arrangements and traffic management during the construction period. Central and regional governments agreed that the Padang Luar flyover should be a priority given its direct impact on the communities of Agam, Bukittinggi, and surrounding areas.

West Sumatra Governor Mahyeldi described the project as evidence of synergy between the central government, regional government, state-owned enterprises, and investment agencies in accelerating infrastructure development in West Sumatra. He expressed hope that the planning process would be completed promptly so that the project could enter the construction phase as soon as possible.

Agam Regent Benny Warlis said the Padang Luar flyover construction is highly anticipated by the community, as congestion at the location has persisted for a long time and disrupted residents’ activities as well as goods distribution.

Head of BPJN West Sumatra Elsa Friandi affirmed that his office is ready to ensure the Padang Luar flyover design is prepared thoroughly and in accordance with national technical standards. BPJN, Elsa said, will oversee the planning process through to the construction phase to ensure the project proceeds safely, effectively, and on schedule.

“We at BPJN are ready to ensure the flyover design meets safety standards, technical feasibility, and road user comfort. We continue to coordinate with PT KAI, regional governments, and relevant ministries so that this project can be realised as soon as possible,” Elsa said.

With this direct inspection by stakeholders, it is hoped that the Padang Luar flyover construction plan will be finalised promptly, enabling a permanent solution to the congestion and safety concerns in the area to be realised without delay.
