Andra Soni Issues Circular Prohibiting Banten Provincial Government ASN from Receiving Eid Parcels

Governor of Banten, Andra Soni, issued a circular (SE) regarding the prohibition on civil servants (ASN) receiving gratification, whether in cash, parcels, or facilities, at the time of Eid al-Fitr 1447 H. They are required to report to the KPK if they receive goods suspected of gratification.

The circular, numbered 5 of 2026, concerns the Prevention of Corruption and Control of Gratification Related to Eid al-Fitr 1447 H. It was signed by Andra Soni on 20 February 2026.

Andra said the policy is a follow-up to the KPK’s circular. According to him, ASN of the Banten Provincial Government must set a good example for the public.

‘A civil servant of the Banten Provincial Government is prohibited from receiving gratification in the form of cash, gifts/parcels, facilities, and other forms of donation related to their position and inconsistent with their duties, including requests for funds and/or gifts as Hari Raya allowances or under other names, whether personally or in the name of the institution to the public, companies, and/or other civil servants, whether written or unwritten,’ Andra wrote.

He said ASN who receive gratification related to their position must report to the KPK through the Gratification Control Unit (UPG) of the Banten Provincial Government, i.e., the Regional Inspectorate of the Banten Provincial Government. They are given a 30-working-day period from the date of receipt of the gratification.

‘With respect to the receipt of gratification in the form of perishable festive food parcels, such may be distributed as social assistance, for example to orphanages, elderly homes, or other needy parties after coordinating with the Gratification Control Unit (UPG) of the Banten Province along with an explanation and documentation of handover,’ he said.

Moreover, ASN and employees of state-owned enterprises (BUMD) are prohibited from using official facilities for personal purposes. ‘Official facilities may only be used for tasks related to official duties,’ he said.

Heads of regional agencies as well as the directors of RSUD and BUMD are expected to take preventive steps. They must also ensure compliance within their ranks.

‘Provide internal guidance to staff within their workplaces to reject gratification related to their positions and inconsistent with duties, and issue an open circular or public notice to the community to prevent offering gratification in any form,’ he stated.
