Ancol Timur-Pluit Elevated Toll Road Construction Reaches 44.12 Percent, Targeted for 2028 Operation
Construction of the Harbour Road II (HBR II) Toll Road continues to progress, with construction reaching 44.12 percent as of early August 2026. The Ancol Timur–Pluit elevated toll road is targeted to be fully operational in 2028 to strengthen connectivity in the port area, the Jabodetabek toll network, and Soekarno-Hatta Airport.
The HBR II Toll Road has a length of 9.68 kilometres and stretches from Ancol Timur to Pluit. The section is designed with an operational speed of 80 kilometres per hour and is equipped with two interchanges, namely the Ancol Timur Junction and the Pluit Junction.
With an investment value of approximately Rp15.8 trillion, the project is managed by the Toll Road Business Entity (BUJT) PT Citra Marga Nusaphala Persada Tbk (CMNP), with PT Wijaya Karya (Persero) Tbk (WIKA) as the main contractor.
Once completed, HBR II will be integrated with Harbour Road I, the Tanjung Priok Access (ATP), and the Ir. Sedyatmo Toll Road towards Soekarno-Hatta Airport. This integration is expected to strengthen the Jabodetabek toll network while improving connectivity between the port area and the airport.
Director of PT Bandar Anugerah Jaya Andri Manik said that the company is supporting the construction of HBR II through the provision of heavy equipment for logistics mobilisation and construction materials.
“We are grateful and proud to be able to contribute to this project, particularly through the provision of heavy equipment services that support the smooth mobilisation of logistics and construction materials on site. The 44.12 percent progress achieved to date is the result of the hard work of all parties involved, and we are optimistic that this project will have a major impact on logistics efficiency and Jakarta’s connectivity towards Soekarno-Hatta Airport,” said Andri Manik on Monday (10/8/2026).
According to Andri, construction support work faces challenges because the project is located in a densely populated urban area and is close to railway lines, toll roads, and national roads that remain operational.
PT Bandar Anugerah Jaya, as one of the project’s supporting subcontractors, provides heavy equipment for logistics needs and the movement of construction materials on site.
“The complexity of the work terrain requires us to ensure that every heavy equipment unit operated meets occupational safety standards, while also being ready to support the rhythm and target of project completion,” he added.
From a regional perspective, the completion of HBR II does not only impact North Jakarta as the physical location of the project. Integration with the Jabodetabek toll network also has the potential to affect vehicle mobility from other areas, including South Jakarta, which is one of the centres of economic and service activity.
South Jakarta has a productive-age population structure reaching 67.8 percent of the total population. Its economic activity is supported by, among others, the office, financial services, and digital technology sectors, so smooth connectivity and distribution are among the factors affecting business activity in the area.
With an operational target of 2028, the completion of HBR II is one of the infrastructure projects expected to improve connectivity in Jakarta’s road network and support the movement of logistics from the port area to various parts of Jabodetabek and Soekarno-Hatta Airport.
