Analyst values Polri-TNI-Prosecutor synergy in maintaining public trust
Jakarta (ANTARA) - Intelligence, defence and security analyst Ngasiman Djoyonegoro views the communication demonstrated by the leadership of the National Police (Polri), the Indonesian Military (TNI) and the Attorney General’s Office as an important step towards strengthening inter-agency synergy whilst maintaining public trust in law enforcement.
According to Ngasiman, meetings and cordial engagements between the National Police Chief, the TNI Commander and the Attorney General reflect that coordination among state leaders remains intact amid intense public attention on various law enforcement issues.
“This momentum deserves to be appreciated as a sign of maturity among state institution leaders in maintaining communication and strengthening synergy. In a democratic state, differences in authority are not a reason to create distance, but rather a basis for strengthening coordination for the interests of the nation and the state,” Ngasiman said in a statement issued in Jakarta on Monday.
He considers inter-agency communication to have strategic value in maintaining national stability whilst reinforcing public confidence in law enforcement institutions.
“The public certainly wants a harmonious working relationship between Polri, the TNI and the Prosecutors’ Office. Such harmony is important so that all institutions can effectively carry out their constitutional duties in maintaining security, upholding the law and protecting the public interest,” he said.
However, Ngasiman stressed that synergy must be built while respecting each institution’s authority as stipulated in laws and regulations.
In his view, good coordination does not mean interfering in the functions of other institutions, but rather ensuring that each institution carries out its mandate professionally.
“Coordination does not mean interfering in the authority of another institution. Healthy communication is communication that mutually respects each other’s functions, duties and authorities. That is where the principle of the rule of law works well,” he said.
He added that Polri must continue to be given room to carry out its investigation and inquiry functions professionally based on evidence, while the Prosecutors’ Office carries out its prosecution function objectively, and the TNI remains focused on national defence duties.
“Likewise, the Prosecutors’ Office carries out its prosecution function objectively in accordance with legal provisions, while the TNI remains focused on national defence duties. When every institution carries out its mandate professionally without interfering with one another, the law enforcement system will grow stronger and be trusted by the public,” he said.
Ngasiman expressed hope that communication among state institution leaders would not stop at symbols of togetherness, but would be realised through improved governance, better public services and just law enforcement.
“Public trust is not built only through statements or symbols of unity, but through consistency of action. Therefore, the synergy built today must be translated into service to the public, just law enforcement, and respect for the supremacy of law,” he said.
“When communication runs well and each institution respects one another’s authority, what is truly strengthened is not only relations between institutions, but also the authority of the rule of law and public trust in the state,” Ngasiman said.
