Malang, East Java (ANTARA) - Policy expert from Brawijaya University, Andhyka Muttaqin, hopes that the Leadership Enhancement Course for Regional Heads or the DPRD Chair Retreat at the Military Academy, Magelang, from 15–19 April 2026, will strengthen the main institutional functions, namely legislation, budgeting, and oversight. “This retreat must strengthen the three main functions of the DPRD with a more substantive approach oriented towards public interests,” said Andhyka in Malang, East Java, on Friday. He assesses that in the legislative function, the DPRD Chair needs to ensure that every regional regulation produced is of high quality and able to address real problems in society, while remaining aligned with national policies without ignoring local wisdom. In the budgeting function, according to him, the preparation of the Regional Revenue and Expenditure Budget (APBD) must prioritise integrity and favour towards the community, especially for priority sectors such as education, health, poverty alleviation, and public services. “The DPRD Chair needs to ensure that these three functions operate professionally, with integrity, and fully oriented towards the interests of the people, not short-term political interests,” he stated. Andhyka views the retreat, attended by 478 DPRD Chairs from across Indonesia, as an important agenda for strengthening policy synchronisation between the central and regional governments. Therefore, the role of the DPRD Chair is considered strategic in ensuring alignment in the implementation of central programmes at the regional level. “In this way, policy overlaps can be avoided, making development programmes more effective in meeting community needs,” said Andhyka.
