Analyst Assesses Widening Map of Offences in Customs Case
A counter-intelligence analysis specialist, R. Gautama Wiranegara, has assessed that revelations in the alleged bribery and gratuity trial within the Directorate General of Customs and Excise (DJBC) are changing perspectives on the case currently being investigated by the Corruption Eradication Commission (KPK). Amid accusations that PT Blue Ray Cargo received special treatment, trial data indicates the company was still placed on the red channel with a percentage exceeding 80 per cent for months. “We can no longer read this case solely through the lens of Blue Ray. There are other names, money from cigarette entrepreneurs, and allegations of a wider system manipulation,” Gautama told journalists on Friday, 5 June 2026.
According to Gautama, based on the testimony of witness Fillar Marindra during the 3 June 2026 hearing, there was an order to system operators to place Blue Ray in the red channel category above 70 per cent. He added that the table presented in court actually showed Blue Ray’s red channel average was above 80 per cent from July 2025 to January 2026. This fact raises new questions; if the purpose of the payment was to obtain import facility, he questioned why Blue Ray continued to face strict inspections, correction notes, and high levels of oversight. In a bribery case, Gautama noted, what must be proven is not only the flow of money but also the benefit obtained from the actions of the officials who received it.
The trial also revealed other compelling facts. Based on investigation documents and witness statements, discussions regarding the arrangement of targeting parameters did not only touch on Blue Ray. Several other names such as Fasdelli, Ali Medan, Nusa Fikry, and Harta Jaya were also mentioned in the context of red channel arrangements. Furthermore, according to testimony revealed in court, Orlando Hamonangan allegedly received money not only from Blue Ray but also from a number of other importers. If this fact is proven, the case can no longer be narrowed down to just the Blue Ray affair. “Blue Ray is not the only node. It is just one point in the ecosystem of relations between forwarders or importers and technical Customs operators,” Gautama stated.
