Amsakar Urges Acceleration of Priority Programmes and Greater ASN Responsiveness in Batam
Batam Mayor Amsakar Achmad has instructed all Regional Apparatus Organisations (OPD) to accelerate the realisation of the Batam City Government’s priority programmes and to enhance the discipline and responsiveness of the state civil apparatus (ASN) in serving the public. The directive was delivered as Amsakar led a Joint Assembly of Batam City Government Employees at Dataran Engku Putri, Batamcentre, on Monday, 3 August 2026. The assembly was also attended by Deputy Mayor Li Claudia Chandra, Regional Secretary Firmansyah, and several OPD heads and staff within the Batam City Government.
Entering the eighth month of the 2026 fiscal year, Amsakar stressed that all OPDs must immediately evaluate their programme achievements and ensure implementation is on track. He argued that accelerating programme realisation is key to ensuring the public can quickly feel the benefits of development. “We are now in the eighth month. I hope all OPD leaders will thoroughly evaluate activities within their respective areas. Ideally, programme realisation should already be above 50 per cent so that all development targets can be completed on time,” he said.
He expressed appreciation for the Batam City Government’s performance in the first semester of 2026, which showed positive results, including contributions from revenue-generating regional apparatuses to local income. However, Amsakar urged OPDs not to be complacent, as there remains revenue potential to be optimised, particularly from parking retribution and waste management retribution. “This must be a shared concern so that local revenue potential can be maximised,” he stated.
Beyond programme acceleration, Amsakar emphasised the importance of building a professional and results-oriented work culture. He argued that an organisation’s success is largely determined by the discipline, work ethic, and exemplary conduct of its leaders. “We will never be able to produce something great if our work methods remain mediocre. If we want to achieve great results, then our work culture must also be great,” he asserted.
He also reminded ASN to consistently uphold integrity and the government’s image, especially amid the rise of social media, which makes every activity of public officials easily subject to public scrutiny. “We are now in the social media era. Do not let the good work that has been built be ruined simply because of negative information that we could actually prevent,” he said.
Amsakar stressed that all ASN must present themselves as public servants who are responsive, swift, and capable of providing solutions to every citizen’s needs. According to him, the success of the government’s priority programmes is measured not only by the level of budget realisation but also by the quality of service received by the public. “Provide the best public service to the citizens. The strategic programmes of the Batam City Government must also be a serious concern for all technical OPDs so that the benefits are truly felt by the community,” he stated.
After leading the assembly, Amsakar presented awards to several Batam City Government ASN who entered their retirement period with a Commencement Date (TMT) of 1 August 2026. The awards were given as a token of appreciation for their dedication, loyalty, and service in supporting the administration and development of Batam City.
