Amran Seeks Increase in Agriculture Ministry Budget to Rp 45 Trillion

Agriculture Minister Amran Sulaiman has proposed an increase in the Ministry of Agriculture’s budget ceiling for 2027, from the original Rp 23.23 trillion to Rp 45.66 trillion. “I would like to request that the Chairwoman, leadership, and members of Commission IV approve the proposed adjustment to the indicative ceiling,” Amran said during a hearing with the House of Representatives’ Commission IV at the parliamentary complex in Jakarta on Wednesday, 10 June 2026.

Based on a joint letter from the Finance Minister and the Head of the National Development Planning Agency, the Ministry of Agriculture was allocated a budget of Rp 23.23 trillion for 2027. The budget is sourced from five streams: pure rupiah amounting to Rp 21.78 trillion, Non-Tax State Revenue of Rp 93 billion, Public Service Agency funds of Rp 85 billion, foreign loans of Rp 1.05 trillion, and state sharia securities of Rp 211 billion.

Amran stated that the indicative ceiling is allocated to two main posts. The first is to meet mandatory basic budget requirements, such as personnel expenditure, valued at Rp 9.62 trillion. The second is to support national priority work programmes valued at Rp 13.61 trillion. Based on echelon units, the budget will be allocated across ten directorates: the Directorate General of Land and Agricultural Irrigation receives Rp 7.06 trillion, the Secretariat General Rp 3.58 trillion, and the Agency for Agricultural Extension and Human Resources Development Rp 3.41 trillion. These are followed by the Directorate General of Food Crops with Rp 2.15 trillion, the Directorate General of Plantations with Rp 1.68 trillion, the Directorate General of Livestock and Animal Health with Rp 1.42 trillion, the Agency for Agricultural Assembly and Modernisation with Rp 1.29 trillion, the Directorate General of Horticulture with Rp 350 billion, and the Inspectorate General with Rp 90.9 billion.

For priority programmes, the Ministry of Agriculture has allocated Rp 13.61 trillion. This total is distributed for the development of integrated food zones at Rp 11 trillion, the development of plantation zones at Rp 1.8 trillion, and mandatory spending of Rp 9.6 trillion. For the coming year, the Ministry of Agriculture is targeting production of horticultural commodities such as 34 million tonnes of rice, 18.23 million tonnes of maize, 392 thousand tonnes of soybeans, 17.79 million tonnes of cassava, 245 million tonnes of palm oil, 42 million tonnes of sugar cane, 791 thousand tonnes of coffee, 2.9 million tonnes of coconut, 633 thousand tonnes of cocoa, 41 thousand tonnes of nutmeg, 64 thousand tonnes of pepper, 922 thousand tonnes of milk, 8 million tonnes of eggs, and 5.2 million tonnes of meat.

To support these production targets and livestock downstreaming programmes, Amran subsequently requested an additional budget of Rp 22.43 trillion. Thus, the desired indicative ceiling for the Ministry of Agriculture for 2027 is Rp 45.66 trillion.
