The Muslim Hajj and Umrah Organisers Association of the Republic of Indonesia (Amphuri) is urging the Ministry of Hajj and Umrah to involve associations in drafting the implementing regulations for Law Number 14 of 2025 concerning the Organisation of Hajj and Umrah.

DPP Amphuri Chairman Firman M. Nur stated during the Amphuri 2026 National Working Meeting that the association’s involvement is necessary to ensure the government’s implementing rules accommodate the needs of pilgrims while supporting the sustainability of the hajj and umrah business ecosystem.

‘Amphuri hopes the government will always involve hajj and umrah business associations in drafting regulations, so we can work together to create a strong hajj and umrah ecosystem based on the community economy,’ Firman said in a statement in Jakarta on Wednesday.

He added that the implementation of the regulation must also consider the aspirations of business actors who have long been part of providing services to pilgrims. The National Working Meeting, themed ‘Kokoh Berlabuh, Tangguh Menempuh’ (Steadfastly Anchored, Resiliently Journeying), serves as a strategic forum to formulate the organisation’s recommendations regarding various hajj and umrah policy developments, including the drafting of implementing rules for Law Number 14 of 2025.

Beyond advocating for association involvement in the regulatory process, Amphuri also urged the government to strengthen oversight of non-procedural umrah practices, which remain widespread. Firman noted that this situation creates an imbalance, as licensed Umrah Travel Organisers (PPIU) must comply with various requirements while unlicensed operators face minimal enforcement.

Amphuri therefore called on the Ministry of Hajj and Umrah to immediately activate the Civil Servant Investigators (PPNS) previously established to enhance supervision and law enforcement against violations in umrah operations. ‘We are waiting for the government to take firm action in supervising and prosecuting violations, such as non-procedural umrah or independent umrah practices that are still rampant,’ he said.

The 2026 Amphuri National Working Meeting also addressed other strategic issues, including the proposed Umrah e-Wallet scheme previously announced by the Ministry of Hajj and Umrah. According to Firman, this policy still requires further study to avoid creating new problems for hajj and umrah travel organisers.

Additionally, Amphuri urged the government to promptly issue technical regulations regarding the refreshment scheme and portfolio requirements for hajj and umrah guide certification, as mandated in Minister of Hajj and Umrah Decree Number 19 of 2025. ‘We therefore remind the Ministry of Hajj and Umrah once again to involve associations in the drafting of regulations,’ Firman concluded.
