Amnesty Urges Prabowo and DPR to Form Fact-Finding Team on Andrie Yunus Case
Executive Director of Amnesty International Indonesia, Usman Hamid, has urged the Indonesian Parliament (DPR) and President Prabowo Subianto to form a Fact-Finding Team (TPF) following the resignation of the Head of the Indonesian National Armed Forces’ Strategic Intelligence Agency (BAIS TNI), Major General Yudi Abrimantyo. Usman suspects that the resignation of the BAIS head, confirmed by the TNI’s Head of Information Centre as a ‘form of accountability’, carries political overtones. Therefore, Usman demands that this case be held accountable juridically in a general court. Entering the second week since the strong acid attack on Andrie, the enforcement of the law in this tragedy appears sluggish and peculiar. Not due to technical and administrative obstacles, but thick with political and non-juridical nuances,” said Usman in his written statement on Thursday, 26 March 2026. Usman’s conviction is well-founded. This is because amid the investigation, the police released two initials of the perpetrators, namely BHC and MAK, along with the face of the attacker on Andrie. However, the TNI’s Military Police Centre on 18 March suddenly released four initials of TNI members (NDP, SL, BHW, and ES), without clarity on the evidence obtained or explaining each person’s role. “We are concerned that the police and military are moving independently, leading to confusion of facts. Therefore, the President needs to form a Fact-Finding Team (TPF) involving law enforcers, civil society, and figures with high moral integrity,” he stated. To make the TPF more effective, Usman suggests that the DPR form a TPF involving Commissions I and III. Without the DPR’s maximum role, this case risks stalling midway. According to Usman, the formation of this TPF is very urgent so that the investigation runs objectively and impartially. “The state must process this case in a general court, not a military court, in accordance with MPR Decree No. VII/2000 and the TNI Law that soldiers who commit general criminal acts must be subject to general courts,” he said. Usman reminds that the Andrie case is not merely an ordinary attempted murder criminal act. He believes this attack is part of systematic terror designed to silence critical voices and citizens’ constitutional rights to express opinions. Yesterday, TNI Headquarters confirmed that BAIS TNI Head General Yudi Abrimantyo has handed over his position. TNI’s Head of Information Centre, Major General Aulia Dwi Nasrullah, said that the change in BAIS TNI leadership is a consequence of the acid splashing case against human rights activist Andrie Yunus. “As a form of accountability, today the handover of the BAIS Head position has been carried out,” said Aulia Dwi Nasrullah at TNI Headquarters, Cilangkap, East Jakarta, on Wednesday, 25 March 2026. The two-star general did not explain in more detail about the BAIS TNI change, including who the high-ranking officer is replacing Yudi.
