Although Declining, Sexual Harassment on KRL Remains a Threat to Passengers

Jakarta, Kompas.com — Sexual harassment in public transport remains a serious problem. During 2025, 78 cases of sexual harassment were recorded on the Jabodetabek Commuter Line services operated by KAI Commuter Indonesia. The figure is lower than the previous year, but still shows that safe spaces in public transport remain a work in progress. The high density of passengers and the anonymity of public spaces continue to be gaps that facilitate sexual crimes on the KRL in Jakarta and its surroundings. “In 2024, 82 cases were successfully secured by officers. In 2025, 78 cases or a decline of about five percent,” Karina said when contacted by Kompas.com via WhatsApp, on Tuesday (3/3/2026). Karina explained that one firm measure applied is the imposition of a blacklist for perpetrators proven to have committed criminal acts. “The blacklist will be created by inputting data or facial records of perpetrators who have committed proven criminal acts into the CCTV Analytic system permanently,” she said. For suspected perpetrators still under investigation, data input is still done for security purposes, but is temporary until proven to have violated. The enforcement of this sanction refers to the parent company policy, PT Kereta Api Indonesia (Persero), which is then implemented in the SOP at KAI Commuter. “This is a firm step to prevent sexual violence on the Commuter Line service,” she added. A female passenger on the Jakarta Kota–Bogor route reported being harassed while on the train. She reported the incident after the train arrived at the next station. PT KAI Commuter Indonesia management then confirmed with the victim to verify the identity of the alleged perpetrator. The perpetrator’s data was entered into the daftar cekal watchlist. A few days later, the security system detected the same face entering the station area again. Officers immediately secured the person for initial examination. According to Karina, surveillance is conducted via CCTV Analytic operators who work daily in the Command Centre Room. The system has been installed at all Jabodetabek Commuter Line stations.
