The worst traffic jams seem to take place in the morning when government employees and private sector workers leave their homes almost at the same hour (8:00) and when they return home at around 5:00.
Traffic jams cause physical and psychological fatigue. One cannot feel fit to start work and be productive after getting off to such a wretched start in the morning.
The government has tried to solve the traffic problem and some measures have been taken, such as the 3-in-1 system, re-routed traffic in certain areas, changing two-way traffic into one-way traffic during rush hour, etc. But on the whole, traffic jams are still the norm.
I would like to propose working schedules be arranged so that different institutions open and finish at different hours. The Jakarta administration, central government offices, state companies, private businesses, schools and universities should have different schedules. For example, we could set three working schedules: 7:00 to 15:30; 8:00 to 16:30; and 9:00 to 17:30. This system would also benefit us by saving on fuel, money and time.
Of course this arrangement is not without problems as better coordination would be needed and families would also have to reschedule their daily routines. However, a little rescheduling might be worth a lot of relief.
