All NU Management Structures Must Obtain Legality to Attend Muktamar, Says Gus Salam

The organising committee for the 35th Nahdlatul Ulama (PBNU) Muktamar has officially released the first phase of provisional participant data (DPS) for the congress, scheduled to take place from 27 to 31 August 2026. In the official release dated 1 August 2026, 501 NU management structures were recorded in Phase I of the DPS. This figure is based on an organisational data update as of 31 July 2026. The breakdown includes 31 Regional Boards (PWNU), 456 Branch Boards (PCNU), and 14 Special Branch Boards (PCINU). The Phase I DPS decree was signed by PBNU Rais Prof Mohammad Nuh, PBNU Katib Aam KH Akhmad Said Asrori, PBNU Vice General Chair Dr Amin Said Husni, and PBNU General Secretary Saifullah Yusuf (Gus Ipul).

Gus Ipul, the Chair of the Muktamar Organising Committee, explained that PBNU is providing an opportunity for all PWNU, PCNU, and PCINU to review the data and submit corrections if any information needs to be amended. This correction window also aims to provide legal certainty for participation, minimising the potential for disputes over the right to attend. Based on the Phase I DPS data, PBNU has stipulated that each management structure that passes verification is entitled to send four official delegates: the rais, katib, chair, and secretary.

Meanwhile, the Secretary of PCNU Bangkalan, KH Dimyati Muhammad, known as Lora Dimyati, noted that many NU management structures are still not included in the participant data for the 2026 congress. “Compared to the 34th NU Muktamar in Lampung in 2021, there were 34 PWNU, 521 PCNU, and 31 PCINU. The total was 586 NU management structures. The Phase I DPS for the 35th Muktamar in 2026 is still at 501, meaning many are not yet registered. The difference is still 85 compared to the 2021 congress,” said Lora Dimyati on Tuesday, 4 August 2026. He added, “And hopefully, of the 501, there will be no management disputes leading to conflicts over the right to attend the congress from PWNU, PCNU, or PCINU. Therefore, NU regions, branches, and special branches abroad should use the remaining time to request confirmation and verification from PBNU.” According to Lora Dimyati, the muktamar is a forum for the sovereignty of NU regions, branches, and special branches. Their presence is also a manifestation of the sovereignty of Nahdlatul Ulama association members, ensuring that the national-level NU deliberation is of high quality and genuinely legitimate.
