Alexander Marwata Proposes Unified Standard for State-Loss Audits, Warns BPK Will Be Overwhelmed
Former Deputy Chairman of the Corruption Eradication Commission (KPK) Alexander Marwata has proposed the creation of a single standard for calculating state losses in corruption-handling cases. He put forward this idea during a Public Hearing (RDPU) at the Legislative Body (Baleg) of the Indonesian House of Representatives, on Tuesday (19 May 2026).
Marwata emphasised that the standard is crucial so that audit results possess strong legitimacy and can be tested objectively in court, regardless of which institution conducts the calculation.
‘What is needed is a standard for auditing the calculation of state losses. So, whoever conducts the calculation must be bound by that standard. And the results could be tested in court later using that standard,’ Marwata said at the Parliament Complex, Senayan.
In his briefing, he highlighted the impact of a Constitutional Court decision that strengthened the authority of the Supreme Audit Board (BPK) in determining state losses. He argued that this could pose a major obstacle in anti-corruption efforts, particularly at the regional level.
He predicts that BPK will be extraordinarily overwhelmed given that the majority of regional corruption cases involve Article 2 and Article 3 of the Law on Eradication of Corruption (UU Tipikor), which require real financial loss evidence.
As a solution, Marwata suggested that BPK should not work alone. He urged collaboration between BPK, BPKP (Financial and Development Supervisory Agency), and public accountants to formulate uniform calculation guidelines.
He also recounted his experience leading the KPK, where he promoted strengthening internal auditors and forensic accountants within the anti-corruption agency so they could perform calculations independently without always relying on external institutions.
‘BPKP, BPK, public accountants, or the Indonesian Institute of Accountants (IAI) must sit together to determine that (standard). This becomes a reference for anyone tasked with conducting audits of state loss calculations,’ he concluded.
The proposal is expected to be considered in legislative deliberations in the DPR to speed up corruption investigations, which have often been hampered by lengthy audits of state losses. (H-4)
