That was conveyed by Alex during a public hearing of the House of Representatives’ Budget Legislation (Baleg) committee at the Parliament complex in Senayan, Jakarta, on Tuesday 19 May 2026. Alex said the standard could later serve as the basis for evidence in court.

‘What is needed concerns the standard for auditing the calculation of state losses. Therefore, whoever conducts the calculation must submit to the standard. Must submit to the standard. And the results of the calculation could be tested in court later, using the standard,’ said Alex.

Alex also recounted when he was head of the KPK, and urged an internal audit at the anti-corruption agency. He explained that BPK would be overwhelmed if audits of state-loss calculations were handed over entirely to a single body.

‘Well, in my view, ladies and gentlemen, regarding the body authorised to conduct state-loss calculations—up to now I have said anyone could do it. Even when I was head of the KPK, I urged internal auditors at the KPK; the KPK has forensic accountants, and there is a dedicated unit to perform the calculations. Okay, calculate yourself,’ said Alex.

He highlighted the single authority of BPK in calculating state losses following the Constitutional Court ruling. He then pointed to the prevalence of corruption cases in the regions.

‘BPK will be overwhelmed, ladies and gentlemen. If the practice is like that it will be overwhelmed. In the regions, perhaps 90 per cent of corruption cases are under Article 2, Article 3. Imagine that everyone would then turn to BPK. It won’t be capable. In terms of human resources,’ he said.

‘Well then, perhaps it would be better for BPK, BPKP, or by engaging public accountants and others, to draft a standard or guideline for calculating state losses,’ he added.

The standard could perhaps be determined by public accountants or by BPK and BPKP. Going forward, all parties tasked with calculating state losses would have to follow that standard.

‘BPKP, BPK, public accountants, or the Indonesian Institute of Accountants must sit together to determine this, and it should serve as a reference for any party when tasked with auditing the calculation of state losses,’ he said.
