Airlangga Reveals 4 Countries Exempt from Natural Resource Export Proceeds Rule

Coordinating Minister for Economic Affairs Airlangga Hartarto has stated that the government has granted exemptions from the Natural Resource Export Proceeds (DHE SDA) regulation to four countries, namely China, the United States, Canada, and Australia. Airlangga explained that the exemption was given because these countries have numerous bilateral cooperation agreements with Indonesia. “With several countries, we have quite a lot of bilateral agreements,” Airlangga said in Jakarta on Thursday, 23 July 2026. He added that the banks involved in accommodating the DHE will not be limited to state-owned banks, as private banks will also participate in holding the export proceeds from natural resource commodities. The policy, which has been effective since 1 June 2026, will be evaluated by the government in mid-September 2026. “The DHE SDA policy will be evaluated in mid-September,” he stated. Previously, Finance Minister Purbaya Yudhi Sadewa explained that the exemption for these countries was based on several considerations, including existing bilateral or multilateral agreements, the scale of their investments, and the long-standing presence of their banks in Indonesia.
