Airlangga Reveals 4 Countries Exempt from Natural Resource Export Proceeds Rule

Jakarta, VIVA – Coordinating Minister for Economic Affairs Airlangga Hartarto has said the government has granted exemptions to four countries from the rules on natural resource export proceeds (DHE SDA).

Those four countries are China, the United States, Canada and Australia.

As to why these four countries received exemptions from the DHE SDA requirement, Airlangga explained that they have extensive bilateral cooperation with Indonesia.

“With several of those countries we have quite a lot of bilateral (agreements), including with China, the United States, then Australia, and one more, Canada,” Airlangga said at the Coordinating Ministry for Economic Affairs in Jakarta on Thursday, 23 July 2026.

In addition, Airlangga noted that the banks involved in holding the DHE SDA funds would not be limited to state-owned banks. A number of private banks would also be brought in to help hold the export proceeds from natural resource commodities.

As the policy, which took effect on 1 June 2026, continues to run, Airlangga said the entire mechanism would be re-evaluated by the government in mid-September 2026.

“Later the (DHE SDA policy) will be evaluated in mid-September,” he said.

Previously, Minister of Finance Purbaya Yudhi Sadewa explained that the exemption of these countries from the DHE SDA policy was made with reference to a number of considerations.

One of these concerns the bilateral and multilateral agreements already established between Indonesia and those countries.

“First, there are bilateral or multilateral agreements. Second, their investments are large. And their banks have been present here for quite a long time, roughly that’s it,” he said.
