Airlangga: Four Countries Exempt from Natural Resource Export Proceeds Rule
Jakarta (ANTARA) - Coordinating Minister for Economic Affairs Airlangga Hartarto said four countries have been granted exemptions from the Natural Resource Export Proceeds (DHE SDA) requirements.
The four countries are the United States, China, Canada and Australia. These countries are exempted because they already have bilateral trade agreements with Indonesia.
“Yes, there are quite a few countries with which we have bilateral (agreements). For example, with China, with the United States, then Australia and several other countries. What was the other one again? Canada,” he said in Jakarta on Thursday.
The government has applied the new DHE SDA rules since 1 June 2026.
Under the regulation, the government provides flexibility for the implementation of bilateral trade agreements and certain arrangements.
Through the DHE SDA policy, exporters in the natural resources sector are required to deposit 100 per cent of their export proceeds into accounts at state-owned bank association Himbara.
Exporters are also required to place a minimum of 30 per cent of DHE SDA for the oil and gas sector and 100 per cent for the non-oil and gas sector in special accounts within the Himbara system.
The placement of funds applies for a minimum of three months for oil and gas commodities and 12 months for non-oil and gas commodities.
In addition, the government lowered the conversion threshold for foreign exchange export proceeds into rupiah from the previous 100 per cent to a maximum of 50 per cent.
