Airlangga Explains QQ Mechanism for DSI Export Operations

Coordinating Minister for Economic Affairs Airlangga Hartarto confirmed that PT Danantara Sumberdaya Indonesia (DSI) will fully operate as a state-owned enterprise (BUMN) exporting strategic natural resources from 1 January 2027. Initially, the BUMN will manage major export commodities including coal, palm oil, and ferro alloy.

During the initial phase, DSI will act as a co-exporter within the Indonesia National Single Window (INSW) system managed by the Finance Ministry’s National Single Window Agency (LNSW). This means DSI will partner with primary exporters to facilitate exports.

“The mechanism is regulated by customs, as there are exporters, goods owners, importers, and consignees. Specifically, in the first phase, both exporters and goods owners will register via INSW, which lists PT DSI as a co-exporter,” Airlangga stated, quoted on Tuesday, 26 May 2026.

Airlangga explained that the scheme will implement a Qualitate Qua (QQ) export mechanism from exporters to DSI.

“Companies currently conducting exports QQ to DSI,” he said.

“With the QQ mechanism, all export reporting will go through PT DSI. That is what we will do in the next three months,” he added.

Thus, in the first phase, each company can still export with their respective partners. After three months, the government will conduct a parallel evaluation for the following three months before full implementation on 1 January 2026.

“Given the urgent timeline, we are also considering existing B2B contracts that are already in place,” he stressed.

Airlangga assured that contracts between exporters and buyers will remain valid as long as they do not violate regulations, such as suspected underinvoicing.
