Air Pollution Control Bylaw Enters 2027 Regional Legislation Programme

The Regional Regulation Formation Agency (Bapemperda) of the DPRD DKI Jakarta has included a draft regional regulation on Air Pollution Control in the 2027 Regional Regulation Formation Programme (Propemperda). The draft bylaw is one of 16 draft regulations prioritised for discussion, alongside the accountability report for the 2026 regional budget, discussion of amendments to the 2027 regional budget, the 2028 regional budget, corporate social responsibility, parking, waste management, the structure of regional apparatus, water resources, transportation, burial grounds, employment, livestock and animal health, the revocation of the Protocol Bylaw, social and public facilities, and changes to the legal form of wastewater management.

“These are indeed several important issues,” said Deputy Chairman of Bapemperda DPRD DKI, Jhony Simanjutak, in an official statement in Jakarta on Friday. Previously, Chairman of Bapemperda DPRD DKI Jakarta, Abdul Aziz, said his agency prioritises regulations that can provide protection to the public, including in addressing environmental issues in Jakarta.

“For example, what? The air in DKI is among cities with high air pollution, especially since we dispose of waste at Bantar Gebang, which is currently the second-largest methane gas pollutant in the world. This is what we hope can be resolved through future bylaws,” he said. Abdul Aziz considers air pollution to be one of the issues that needs attention through strengthened regulation.

Abdul Aziz emphasised that strengthening environmental regulation is also necessary to support the DKI Jakarta Provincial Government’s efforts to reduce the health impacts of air pollution. He highlighted the high number of acute respiratory infection (ISPA) cases linked to air quality conditions.

Meanwhile, Head of Environmental Management at the DKI Jakarta Environmental Agency, Rosa Ambarsari, said her agency proposed two draft bylaws for discussion. The two are the Draft Bylaw Replacing Bylaw Number 2 on Air Pollution Control and the Draft Bylaw on Climate Change Control and Carbon Economic Value.

However, Rosa said the draft bylaw replacing Bylaw Number 2 is the Environmental Agency’s priority. The regulation is considered to need updating because the current bylaw is more than 20 years old. She said that over more than two decades, many changes have occurred, including environmental conditions and air quality in Jakarta, which are considered to be worsening.
