The Corruption Eradication Commission (KPK) has named Tulungagung Regent Gatut Sunu Wibowo (GSW) and his aide Dwi Yoga Ambal (YOG) as suspects in a case of extortion against several Heads of Local Government Agencies (OPD) in the Tulungagung Regency Government. KPK revealed that Yoga was tasked with collecting quotas from the OPD heads, acting like a debt collector.

“In the process of collecting ‘quotas’, GSW ordered YOG to continuously pursue the OPD heads. For OPDs that had not yet provided the money as requested by GSW, they would be persistently pursued and treated as if they were in ‘debt’,” stated Deputy for Enforcement and Execution of the KPK, Asep Guntur Rahayu, during a press conference at the KPK building in South Jakarta on Saturday (11/4/2026).

Asep explained that the regent’s aide would continue to collect money from OPD heads when Regent Gatut had needs. The collected money was typically used by Regent Gatut for buying shoes, medical treatment, meals, and other personal expenses.

“The regent’s aide (ADC) played an active role in fulfilling these requests by contacting and pursuing the OPD heads when GSW had needs,” Asep clarified.

Asep stated that Regent Sunu is suspected of receiving Rp 2.7 billion from the extortion activities. Meanwhile, a total of Rp 5 billion was extorted by Regent Sunu from his officials.

“Cash amounting to Rp 335.5 million is part of the Rp 2.7 billion that GSW is suspected of receiving (from demands totalling Rp 5 billion),” he said.

The Rp 5 billion represents the quota target set by Regent Sunu from extorting 16 of his OPDs. The extortion was carried out directly by his aide, Dwi Yoga Ambal.

“From the total demands by GSW to the OPDs, which were at least Rp 5 billion, the realised amount received by GSW was approximately Rp 2.7 billion,” Asep stated.

Regent Sunu was named a suspect along with Dwi Yoga Ambal, who serves as the regent’s aide (ADC). Regent Gatut was immediately detained for the first 20 days.

“KPK will subsequently detain the suspects for the first 20 days from 11-30 April 2026. The detention will take place at the KPK’s Red and White Building Branch State Detention Centre,” Asep explained.

Gatut is also suspected of arranging vendors for the procurement of medical equipment at the Regency General Hospital (RSUD), by endorsing specific vendors to win the bids. Additionally, he is suspected of arranging for his associates to win contracts for cleaning service and security provision.

For their actions, the suspects are charged with corruption offences as stipulated in Article 12 letter e or Article 12B of Law No. 31 of 1999 on the Eradication of Criminal Acts of Corruption, as amended by Law No. 20 of 2001 on the eradication of corruption crimes, in conjunction with Article 20 letter c of Law No. 1 of 2023 on the Criminal Code.
