AI Photo Controversy in JAKI: Kalisari Subdistrict Head Suspended, PPSU Officer Receives Warning
The East Jakarta City Government has suspended Kalisari Subdistrict Head Siti Nurhasanah following the controversy over a report on handling illegal parking in Kalisari, Pasar Rebo. The report, submitted via the Jakarta Kini (JAKI) app, was responded to with a photo manipulated using artificial intelligence (AI). “Yes (she has been suspended), the process is currently at the Inspectorate,” said East Jakarta Mayor Munjirin in the Pulogadung area on Tuesday (7/4/2026). On the other hand, the Public Facilities and Infrastructure Handling Officer (PPSU) involved in handling the report has already been issued a sanction in the form of a First Warning Letter (SP) by the subdistrict as a form of discipline enforcement. “The PPSU will be handled by the subdistrict head. From the Inspectorate’s examination results, whatever the outcome, we will follow up,” he said. Meanwhile, Siti Nurhasanah explained the reason the PPSU officer followed up on the illegal parking report in her area. However, based on the latest regulations, handling illegal parking should be the authority of the Transportation Sub-Department. Before 2025, the crackdown on illegal parking on residential or non-protocol roads was still carried out by the subdistrict, either by Satpol PP or PPSU, if the JAKI report was returned to the subdistrict. “Yesterday’s follow-up was because we were still using the old (rules). The PPSU might not yet be informed (of the new rules). If we throw it to the Transportation Department, it gets bounced back like that. That’s their assumption,” Siti said. Munjirin conveyed this while gathering all East Jakarta Regional Device Organisations (OPD), following the AI-generated photo fabrication in the JAKI app. “Ensure everything is done according to SOP. Every follow-up on public complaints must be carried out in a real, transparent, and accountable manner,” Munjirin said in a written statement. Public Policy Observer Trubus Rahardiansah assessed that the imposition of sanctions should not only target field officers like PPSU. “If the governor really wants this to be thorough and not repeated tomorrow, the related parties can be held accountable,” Trubus said. “That means there’s potential for it to go that way when the handling is not thorough. That will cause the public to become cynical, disrespectful, and even lead to a loss of public trust,” Trubus added.
