AI-Generated Photo Manipulation Case in Kalisari Turns Out to Be Recurring, Pramono: Perpetrator Is the Same Person
JAKARTA - The case of manipulating citizen reports through the JAKI application in Kalisari subdistrict, Pasar Rebo, East Jakarta, using artificial intelligence (AI)-generated photos, turns out not to be the first time it has occurred. Jakarta Governor Pramono Anung stated that the practice had previously been carried out by the same rogue element. “The Kalisari case is not the first case, and the perpetrator is the same person,” Pramono told reporters at Jakarta City Hall on Thursday (9/4/2026). Subdistrict officials are deemed to have washed their hands of the matter, leaving the resolution of citizen reports entirely to field officers. “This means the control is not good, whether from the subdistrict head who is responsible, the head of government affairs section, and the head of economic and development section, handing it over entirely to the PPSU,” Pramono said. This includes removing the Kalisari subdistrict head from their position at the subdistrict level. Pramono also mentioned that punishments will be imposed on the section heads through a decision by the Jakarta Inspectorate. To prevent similar manipulations in other areas, Pramono plans to summon all personnel involved with JAKI for an evaluation meeting. “Next week, I will request that all PPSU and those related to JAKI hold a Town Hall meeting here. I will convey and warn anyone who tries to do that; once again, we will not forgive it, we will immediately dismiss them,” he said. Furthermore, he emphasised that strict action will be taken against any violations attempting to game the citizen reporting system. The enforcement does not only apply to the AI photo case in Kalisari but also to timestamp manipulations by rogue transport agency officials in South Jakarta. “Basically, anyone who does that, whether in South Jakarta or Kalisari or anywhere, we will take firm action, no compromise for that,” he concluded.
