AHY Replaces Luhut as Chair of Jakarta-Bandung High-Speed Rail Committee

President Prabowo Subianto has appointed Agus Harimurti Yudhoyono (AHY), the Coordinating Minister for Infrastructure and Regional Development, as Chairman of the Jakarta-Bandung High-Speed Rail Committee. The position was previously held by Luhut Binsar Panjaitan, who served while he was the Coordinating Minister for Maritime Affairs and Investment.

The appointment is detailed in Presidential Regulation No. 29 of 2026, signed on 12 May 2026. The regulation states, “Chairman: Coordinating Minister for Infrastructure and Regional Development,” according to the document downloaded from the State Secretariat Ministry’s Legal Documentation and Information Network (JDIH Setneg) on Sunday, 31 May 2026.

The committee is tasked with addressing joint venture obligations, particularly in cases of cost overruns or changes in expenses for the Jakarta-Bandung high-speed rail project, also known as Whoosh.

The new regulation also designates Airlangga Hartarto, the Coordinating Minister for Economic Affairs, as Deputy Chairman. Committee members include several ministers and heads of relevant agencies, such as the Foreign Minister, Finance Minister, Transport Minister, Minister of Investment and Downstreaming/Head of the Investment Coordinating Board (BKPM), Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency, Head of the State-Owned Enterprise Regulatory Body, and Head of BPI Danantara.

Previously, Luhut Binsar Panjaitan held the committee chairmanship, appointed by then-President Joko Widodo via Presidential Regulation No. 93 of 2021 on the Acceleration of Jakarta-Bandung High-Speed Rail Infrastructure and Facilities on 6 October 2021.

Rosan Perkasa Roeslani, Chief Executive Officer of BPI Danantara, stated that debt restructuring negotiations for the Jakarta-Bandung high-speed rail (Whoosh) between Indonesia and China are nearing completion. “The solution has been found and will be followed up by the team to discuss with the Chinese side,” Rosan said at the Ministry of Investment office in Jakarta on Thursday, 23 April 2026.

He added that the government, specifically the Coordinating Minister for Infrastructure and Regional Development and the Finance Minister, had held meetings to discuss the Whoosh debt restructuring. He noted that the government is currently fine-tuning the restructuring scheme, with the final plan to be presented by the Coordinating Minister for Infrastructure.
