MPR Speaker Ahmad Muzani inaugurated Bias Layar as a member of the People’s Consultative Assembly (MPR) for the 2024-2029 term through an interim replacement mechanism. The Golkar Party politician from Central Kalimantan was sworn in at the Leadership Meeting Room of Nusantara III Building in the Jakarta Parliamentary Complex on Wednesday (18 February), replacing Mukhtarudin who now serves as Minister for the Protection of Indonesian Migrant Workers.

The inauguration of Bias Layar was based on Presidential Decree (Keppres) of the Republic of Indonesia Number 131 of 2025 concerning the Formal Appointment of Interim Members of the House of Representatives and the People’s Consultative Assembly for the Remaining Term of 2024-2029.

Bias Layar replaced Mukhtarudin, who was inaugurated as Minister for the Protection of Indonesian Migrant Workers. Bias had previously been sworn in by the DPR leadership on Tuesday, 13 January 2026. The inauguration was conducted through a swearing-in ceremony according to the Christian faith, accompanied by a clergyman and led directly by Ahmad Muzani.

“I must remind you that the oath you are about to take carries responsibility towards the nation and the State of the Republic of Indonesia. The responsibility to maintain and safeguard Pancasila and the 1945 Constitution of the Republic of Indonesia. This oath is a promise before God Almighty and before humanity that must be fulfilled with complete sincerity and honesty,” said Ahmad Muzani in his statement on Wednesday (18 February 2026).

Following this reminder, Bias Layar proceeded with the swearing-in ceremony as an MPR member, led directly by Muzani. In his oath, Bias declared that he would carry out his duties as an MPR member to the best of his ability in accordance with legislation and guided by Pancasila and the 1945 Constitution.

“Before God, I pledge that I will fulfil my duties as a Member of the People’s Consultative Assembly to the best of my ability and as fairly as possible, in accordance with legislation and guided by Pancasila and the 1945 Constitution of the Republic of Indonesia,” Bias stated in his oath.

“That in carrying out my duties I will work earnestly for the upholding of democratic life, and will prioritise the interests of the nation and state above personal or group interests. That I will champion the aspirations of the people and the region I represent, to realise national objectives in the interest of the nation and the Unitary State of the Republic of Indonesia,” he continued.

After delivering the oath, the MPR leadership followed by senior officials and other guests offered their congratulations to Bias Layar. Bias expressed that the mandate as an MPR member is a responsibility he will undertake, particularly in socialising the Four Pillars of Nationhood.

“With this, I will be able to carry out my duties, particularly regarding the socialisation of the four pillars, as well as the duties and authorities of the MPR. My hope is also that all Indonesian people will join together in striving for this nation. I am deeply grateful for the support of all those involved,” he concluded.

The inauguration was attended by MPR Deputy Speakers, including Ir. Bambang Wuryanto and Dr. Eddy Soeparno, as well as Acting Secretary-General of the MPR Siti Fauziah, Deputy for MPR Administration Heri Herawan, Head of the MPR Leadership Secretariat Bureau Agus Subagyo, and Head of the MPR Public Relations and Information Systems Bureau Anies Mayangsari Muninggar.
